EEARING DATE: March 12, 1991 LOCATION: At the southwest corner of DeForest Road and Allen Road. SIZE OF AREA: 17.21 acres of land. REQUEST: Approval of a final plat for Villages of Coppell, Phase IV, along with a request to delete the alley along certain lots. APPLICANT: Iona Properties Rep. by Pat Atkins Don Tipton Engineers 6330 Beltline Road, Suite C Garland, Texas 75043 RISTORY: A preliminary plat for Villages of Coppell IV, was approved by City Council on May 8, 1990. The following conditions were attached as a part of the approval: 1) Approval of a minimum street center line radius less than 425 feet and with the condition that the alley be added on Block A, between lots 13 and 14; 2) That alleys be required only where indicated on the plat; 3) Minimum street radius to be less than 425 feet, although Coppell subdivisions normally require a minimum distance of 425 feet; and 4) Appropriate screening and barrier be placed between the alley and DeForest Road. Following discussion on this item, Council moved that the preliminary plat be approved with the four conditions as indicated subject to all drainage being worked our prior to the final plat being presented back before Council. ~'r~M 8 TRANSPORTATION: Access will be provided by way of Allen Road and Lake Forest Drive. SURROUNDING LAND USE & ZONING: North - Single-family structures; Agricultural East - Vacant Single-family structures; SF-0 South - Single-family structures; SF-0 West - Single-family structures; SF-0 ANALYSIS: The conditions which were placed on the preliminary plat should also be placed on this final plat. Approval of the final plat will allow the construction of 90 single-family zero lot line homes. The preliminary plat was approved for 99 lots, by the developer has decreased the total density for Phase IV by nine lots. Arrangement of the structures will be within 3 feet of one side of the lot, as required by the zoning ordinance, as well as a 10' separation between structures. ALTERNATIVES: 1) Approve the final plat with conditions as listed below: a) Approval of a minimum street center line radius less than 425 feet and with the condition that the alley be added on Block A, between lots 13 and 14; b) That the alley be required only where indicated on the plat; c) Minimum street radius to be less that 425 feet, although Coppell subdivisions normally require a minimum distance of 425 feet; d) Appropriate screening and barrier be placed between the alley and DeForest Road; and e) Street names be approved by building inspection. Attached you will find a revised copy of the Development Fees for Villages of Coppell, Phase IV. The amount of $5,559.40 replaces the amount of $559.40 for the Street Light Assessment.
