November 18, 1991 Dear Ms. Daneshmand: We have reviewed the third submittal of the Villages of Coppell, Phase IliA Gabion Wall Plan prepared by Don A. Tipton, Inc. The plans have been revised in accordance with our previous review u~nts. However, several details concerning this project still require attention: 1) If Coppell Engineering is to provide the construction inspection of this project, then the 2% construction inspection fee should be paid prior to release of the construction plans. 2) A determination should be made as to who is responsible for maintenance of this facility. If it is the Homeowner's Association, then the agreement should clearly indicate the maintenance responsibility. If it is the individual property owners, then the plans should clearly indicate as such and provide for a "Hold Harmless" statement to the City of Coppell. Property owners should be formally notified of their maintenance responsibility. 3) This project is within a designated floodway and therefore requires a flood plain development permit application. 4) This plan should include slope stability and foundation analysis by a geotechnical engineer.
