(Southwest comer of Beltline Road and MacArthur Blvd.)
This letter is being written in response to our meeting of January 8th, 1993, between Steve
Goram, Richard Wilkie and William Winkleman concerning three distinct items associated with
this property.
1) A median opening on Beltline Road at the west side of Pad B at Valley Ranch Plaza.
2) A proposed mutual drive between Tract A and Pad D of the Valley Ranch Plaza.
3)
The dedication of the existing private sanitary sewer line to the City as a public sanitary
sewer.
In reference to the request for a median opening on Beltline Road, under the following scenario
the City will support a request for variance to the City Council:

A traffic study be provided that indicates there will be no detrimental affect on
the traffic patterns in this general vicinity due to the creation of another median
opening.
A letter from the adjacent property owners stating that they will be amenable to
a shared access easement. (Your master plan shows a portion of the drive
approach to be on the property west of this site).
An acknowledgement that the full cost of the construction of the median opening
will be borne by the property owner when that median opening is constructed.
The property owner will also pay the entire cost of any traffic improvements
necessitated by the creation of the median opening i.e., deceleration lane,
acceleration lane and/or signals, signage, etc.
The variance is needed because the spacing from the current median on Beltline at MacArthur
does not meet our subdivision requirements. The City has experienced traffic problems
associated with the driveway that serves Goodyear, Wendy's and Tom Thumb. There could be
some validity to the fact that an additional drive approach on Beltline could help alleviate some
of the traffic currently utilizing the driveway that serves Wendy's and Tom Thumb.
In reference to the mutual drive, as stated in the October 6, 1992, letter and the minutes of the
January 8, 1993 meeting, please note that the City is in support of the shared access between
Tracts A and Pad D of Valley Ranch Plaza. As stated in the meeting, the exact location of the
driveway cannot be guaranteed until a site plan for one or the other tract has been submitted for
review by the city.
In reference to the City taking over the maintenance of the existing sanitary sewer line, the City
will not take over the maintenance of a line that does not meet our minimum requirements. It
was discussed with the developer, when the sewer line was installed, that it did not meet the
minimum City requirements and that it would be a private line and as such would remain that
way. The City recommends that a maintainance association be formed or some facsimile thereof
and that each property owner and/or user in this addition be accessed a fee for the continual
maintenance of the sewer line.
An additional item was discussed at our January 8th, 1993 meeting that previously had not been
discussed. That was the dedication of a water line to the City. The City recommends that the
water line be included in the above mentioned maintainance association that will be needed for
the sewer line. This way there will be no need for the City to access the property for
maintainance of any of the utilities.
