This letter is written as a follow-up to my June 22nd, 1993, October 13th, 1993 letters and
telephone call on December 7th, 1993. It had been the City's intent to bid the construction
project for the drainage improvements in the fall of 1993. However, because of our inability
to obtain the easements, the project has been delayed. It is our intent to bid this project as soon
as possible after the acquisition of your easement. Your assistance in signing and returning the
enclosed documents will be appreciated and will greatly expedite the construction of this project.
For your convenience, we have a notary public on staff to notarize the documents if you choose
to utilize that service. If you have any questions about this project and how it will affect your
property, I will be more than happy to speak and/or meet with you at your convenience. This

good and valuable consideration in hand paid by City of Coppeil, Texas, receipt of which is
hereby acknowledged, does by these presents grant, bargain, sell and convey unto City of
Coppell, Texas, ("GRANTEE"), the free and uninterrupted use, liberty and privilege of passage
in, along, upon and across the following described property owned by Grantor (the "easement
strip") for the purpose of constructing and maintaining an underground drainage system across
Grantor's main tract with the right and privilege at all times, of the GRANTEE herein, its
agents, employees, workmen and representatives having ingress, egress, and regress in, along,
upon and across said premises (the "easement strip") for the purpose of making additions to,
improvements on and repairs to said drainage system or any part thereof.
Said easement strip being described in Exhibits "A" and "B" attached hereto and made
a part hereof for all purposes.
That in consideration of the benefits above set out, Grantee will remove from the
easement strip, such fences, buildings and other obstructions as may be found upon said
property. After construction of the underground drainage system has been completed or after
any entry for repairs or maintenance, GRA~ shall, except for removed obstructions, return
the surface area of the easement strip to its original condition as nearly as practical taking into
consideration the nature of the work being performed. GRANTORS reserve the right to use and
maintain the surface of the easement strip for purposes which will not interfere with
GRANTEE'S rights hereby granted and agree that upon completion of the underground facility
and restoration of the surface, GRANTEE shall not be obligated for future maintenance and
upkeep of the surface area.

M. Meadows Subdivision
1. Statement of Problem
The Meadows Subdivision (Figure VII-13) was designed between 1979 and 1989 in six phases.
Flooding complaints have been recorded at several locations. Street flooding has been reported on Meadow
Glen Circle, Meadowrun Drive and Leslie Lane on several occasions since 1985.
2. Summary of Data
Subdivision plans for the Meadows Phases 1 through IV and VI were located. Grading
for the storm sewer outfall down Parkway Blvd. through the lakes of Coppeli, were also obtained. Field
reconnaissance of problem areas were made on April 26 and May 11, 1990. Field surveys were conducted on
May 11, 1990.
3. Analysis of Existing Conditions
The subdivision plans and field information were used to analyze drainage conditions. Much
of the Meadows Subdivision, Phases I and II, drains to four inlets in Leslie as shown in Figure VII-13. The
two inlets closest to Meadow Glen are at a low point Water must pond to depth of 1.3 feet at these inlets
before escaping the area down Meadow Glen. This situation is aggravated by poorly constructed valley gutters
in the intersection of Meadowrtm and Landsdowae Circle. This causes runoff which should continue east to
inlets on Landsdowue Circle to flow south down Meadowrun ultimately ending up at the Leslie low point
inlets.
4. Proposed Solutions
Stage I of the recommended solution to alleviate the street flooding on Leslie involves adding
an inlet on Leslie and adding storm sewer and irilets on Landsdownc as shown on Figure VII-13. These
improvements have an estimated probable cost of $45,000. A temporav/ asphalt valley gutter could be
constructed on Meadowrun south of Landsdowne Circle as an interim solution at an estimated cost of $1,500.
2~nis would partially alleviate the street flooding on Leslie.
Thc storm sewer investigations revealed problems and discrepancies in other Imam of the
subdivision, most notably in the vicinity of Parkway Boulevard. Recommended solutions to these problems
will require sio~nificant additional storm sewer construction. A proposed 4S-acre drainage diversion at
Woodmoor and Meadow Glen Drive to thc east via Woodmoor Drive through Waterside Estates will relieve
the Parkway Boulevard system. Iule~s should be added in Parkway Boulevard, Meadow Glen Circle, Meadow
Run Drive, and Marlee Circle. Drainage easements will be required in Waterside Eslates. To date, no houses
have been constructed in this subdivision, therefore construction of the diversion is recommended prior to
issuance of building permits. Final sizes, alioonments, and locations of all proposed drainage facilities should
be established in the detailed design phase (not a part of this study). These Stage II improvements are
estimated at $120,000 for the diversion and $30,000 for thc additional inlets.
