The project consists of the construction of a storm drainage system with inlets starting at the intersection of Meadow Run and Lansdowne Circle, then proceeding in an easterly direction to the cul-de-sac at the intersection of Lansdowne Circle with DeAnn. It is anticipated that the addition of the inlets and storm drainage system will help reroute water from an ongoing flooding problem. I have enclosed a portion of our Storm Water Management Plan which shows the general location of the storm drainage system and some verbiage concerning the reason behind the storm drainage system. To complete the construction of this project, the City is in need of a 5 foot permanent drainage' easement and a 10 foot temporary construction easement. These easements will encroach upon your existing property. The contractor for this project will be required to return the property to as good or better condition than it was prior to construction. I have been trying to contact you since June of 1993 concerning the need for this easement. I initially sent a letter to 138 Meadow Run. When I received no response, I sent a letter to First Preston Management in Dallas. When I again received no response, I contacted First Preston Management and spoke with Tim Purpura. I explained to Mr. Purpura that I was the City Engineer for the City of Coppell and had been in the process of trying to acquire an easement from your property in Coppell. Mr. Purpura informed me that you were out of the country and he provided an address so that I could contact you. I am including copies of the June 23rd, 1993 letter and the October 13th, 1993 letter. Also, attached to this letter is a legal description and exhibit for the drainage easement and the temporary construction easement. This project will be bid after the acquisition of your drainage easement and the drainage easement from the property located at 137 DeAnn. It is anticipated that will be sometime in the spring of 1994. Your assistance in signing and returning the enclosed documents will be appreciated and will tremendously expedite the construction of this solution to the drainage problem. Halff and Associates to design a drainage solution to an ongoing drainage problem in the vicinity of your property in Coppell. The first phase of this project is to construct a storm drainage system, with inlets, starting at the intersection of Meadow Run and Lansdowne proceeding in an easterly direction to the cul-de-sac at the intersection of Lansdowne Circle with DeAnn. It is anticipated that the addition of the inlets and storm drainage system will help reroute water from an ongoing flooding problem on Leslie near its intersection of Meadow Run and DeAnn. I have enclosed a portion of our Storm Water Management Plan showing the general location of the storm drainage system and some verbiage concerning the reasons behind the storm drainage system. Because of the location of the existing 6" sanitary sewer line that services the property on the north side of Lansdowne Circle, it is necessary to locate the proposed storm drainage system behind the back of curb on your side of the street. Because of the need to locatel~ the system behind the ba~k of the curb, the City of Coppell has a need for a five foot permanent drainage easement anditen foot temporary construction easement. Obviously, this easement will encroach into your existing property. The contractor will return the construction area to as good of a condition as it is prior to construction. This letter is written for informational purposes to inform you, as the owner of the property, that the City will be contacting you in the very near future to obtain a five foot permanent easement and a ten foot temporary easement for construction purposes. It is anticipated that the City will bid this project sometime in early fall and start construction shortly thereafter. Obviously, this timetable is based upon the willingness of yourself and the property owner at 137 DeAnn to provide the City of Coppell with the necessary easements to perform the construction. Halff Associates, Inc. January 1991 for the City of M. Meadows Subdivision 1. Statement of Problem The Meadows Subdivision (Figure VII-13) was designed between 1979 and 1989 in six phases. Flooding complaints have been recorded at several locations. Street flooding has been reported on Meadow Glen Circle, Meadowrun Drive and Leslie Lane on several occasions since 1985. 2. Sumrnal~ of Data Subdivision plans for the Meadows Phases 1 through IV and VI were located. Grading plans for the storm sewer outfall down Parkway Blvd. through the Lakes of Coppell, were also obtained. Field reconnaissance of problem areas were made on April 26 and May 11, 1990. Field surveys were conducted on May 11, 1990. 3. Analysis of Existing Conditions The subdivision plans and field information were used to analyze drainage conditions. Much of the Meadows Subdivision, Phas~ I and LI, drains to four inlets in Leslie as shown in Figure VII-13. The two inlets closest to Meadow Glen are at a Iow point. Water must pond to depth of 1.3 feet at these inlets before escaping the area down Meadow Glen. This situation is aggravated by poorly constructed valley gutters in the intersection of Meadowrun and Landsdowne Circle. This causes runoff which should continue east to inlets on Landsdowne Circle to flow south down Meadowrun ultimately ending up at the Leslie low point inlets. 4. Proposed Solutions Stage I of the recommended solution to alleviate the street flooding on Leslie involves adding an inlet on Leslie and adding storm sewer and inlets on Landadownc as shown on Figure VII-13. These improvements have an estimated probable cost of $45,000. A temporary asphalt valley gutter could be constructed on Meadowrun south of Landsdowne Circle as an interim solution at an estimated cost of $1,~0. This would partially alleviate the street flooding on Leslie. Thc storm sewer investigations revealed problems and discrepancies in other parts of the subdivision, most notably in the vicinity of Parkway Boulevard. Recommended solutions to these problems will require significant additional storm sewer construction. A proposed 4S-acre drainage diversion at Woodmoor and Meadow Glen Drive to the east via Woodmoor Drive through Waterside Estates will relieve the Parkway Boulevard system. Inlets should be added in Parkway Boulevard, Meadow Glen Circle, Meadow Run Drive, and Marlee Circle. Drainage easements will be required in Waterside Estates. To date, no houses have been constructed in thi~ subdivision, therefore construction of the diversion is recommended prior to issuance of building permits. Final sizes, alignments, and locations of all proposed drainage facilities should be established in the detailed design phase (not a part of this study). These Stage II imprOvements are estimated at $120,000 for the diversion and $30,000 for the additional inlets.
