RE: State Highway 121 Water Line Project WA 98-01
Dear Mr. Dragon:
The City of Coppell is in the process of bidding a water line project that will go along the east side
of S.H. 121 from Sandy Lake Road to Corporate Drive. We have previously provided notification
and plans to our list of franchise utility companies through our consulting engineer Shimek, Jacobs
and Finklea. During field surveying for the design of the water line, it was noted that a new
underground line had recen~y been placed in this area. That line meandered throughout the TxDOT
right-of-way. TxDOT assured us that there are no permitted utilities in the corridor of which our
water line will be placed. The franchise utility companies that we have contacted have indicated that
this is not their utility line.
On review of another set of plans in the general vicinity, I noted that our consultant had picked up on
a Southwestern Bell marker near the intersection of Coppell Road with S.H. 121. I am unsure if
Southwestern Bell has recently placed utility lines along S.H. 121. With this letter I am providing
copies of the construction plans and requesting Southwestern Bell to verify whether or not they have
utilities in the general area of this proposed water line construction. If so, there is a strong
possibility that the initial placement of the utility line meanders in and out of the area where it should
have been placed and could be in conflict with the placement of our 12' water line. Our intent is to
begin construction the first week of March on this water line, therefore an expeditious investigation
and reply would be appreciated.
Again, our survey shows that a recently installed utility line in this area could potentially be in
conflict with the water line. The permit that we have received from TxDOT indicates that the
corridor that we will be in is clear of any other utilities. Please investigate this issue and respond
