Box 478 Coppell, Texas 75019 972-462-0022 August 11, 1998 Mr. Bill Anderson Dowdey, Anderson & Associates, Inc. 5225 Village Creek Drive, Suite 200 Plano, TX 75093 Re: Floodplain Reclamation Study Grapevine Springs Park Dear Mr. Anderson: I have reviewed your submittal for the floodplain study to obtain the final letter of map revision for Grapevine Springs Park, which is now the land developing as Summit at the Springs. While I have no problems with the study as submitted, I do have the following questions: 1. On the work map provided, it shows the locations of the cross sections and the associated elevations. The upper Grapevine Creek, lower Grapevine Creek, and the main channel of Grapevine Creek all provide stations with the floodplain elevations whereas the bypass channel provides stations with the floodway elevations. Why the discrepancy on the elevations provided? 2. Please comment how on Section 6 of the main channel and Sections 110 and 6 of the bypass channel that there is a slight increase in the floodplain elevation whereas a corresponding slight decrease in the floodway elevation. This seems somewhat unusual. 3. The certification forms for Appendix A were not provided. Obviously those need to be provided for my signature prior to submittal to FEMA. Also, the check for the processing fee was not provided. Please contact me sometime during the week of August 17, 1998 to discuss the questions about the floodplain and floodway. Once that has been resolved, forms should be submitted for my signatures. At that time, copies will be returned back to you for your submittal to FEMA. Simultaneously with this submittal to FEMA, the City will publish a notice in the local paper concerning the revisions to the floodway. These questions concerning the study are not holding up the processing of the two amending plats that have been submitted for Summit at the Springs. However, final resolution obviously will have an impact on the homeowners flood insurance rates for the property adjacent to the creek.
