RE: State Highway 121 Water Line Project WA 98-01
Dear Mr. Hendricks:
The City of Coppell has reviewed the revised plan~ and specifications for the
referenced project and has the following comments to offer:
I. The crossing under Sandy Lake at approximate Station 6+48 hag Several
comments:
a) Using a tee as opposed to a cross.
b) Will there be bends in the 20 feet of 12" water line stubbed to the west?
c) There is only one 12" plug needed, which would be west, not east, or
south.
d) General question about blocking at 6+48 and at 7+69.
It should also be noted on the plans that "any boring will be by dry bore only".
2. Please revise and include a detail for all fire hydrant locations to include an
8" stub with a valve and then a 6" line coming off the 8" with a valve and a
fire hydrant. This configuration should be used at all rue hydrant locations.
This will allow the City of Coppill the greatest flexibility in the future to
facilitate taps to the 12" water line by development along S.H. 121.
3. The existing driveway at approximately Sta. 21+80 should have a note
added to coordinate closure with property owner.
4. The grade on the 12" water line in the profile view appears to be incorrect.
In two locations it states it is 1.4 % and one other location it states it is
0.2%.
5. The existing driveway at approximately Sta. 40+80 is a gravel driveway not
an asphalt driveway.
The following comments refer to the specifications:
1. The Place 2 council member is Jayne Peters.
2. Each tune the specifications reference boring it should be changed to dry
boring.
3. Section 8.1, page 1-6 sets the calendar days at 60 calendar days. Is this a
realistic time flame for this length of water line project and if not will it
increase the bid?
4. Paragraph 15, page 1-8 the words Sandy Lake Road should be replaced with
S.H. 121.
5. Bid Item 13, page 1-16 referencing concrete pavement repair should be in
linear feet, not square yards. It is estimated to be approximately 50 linear
feet, however, you may wish to check that number.
6. On Page 1-20 in the first paragraph of the bid affidavit there is a sentence
that states "Period of acceptance will be 90 calendar days unless otherwise
indicated by bidder." That entire sentence should be removed and the prior
sentence should have "90 calendar days" as opposed to a blank. We want to
insure that the bid is good for 90 days not what the contractor includes.
7. On Page 1-23 I noticed that your Prevailing Wage Rates were dated
February 1998. Please verify that this is the most current wage rate with
Jim Ragsdill, Purchasing Agent.
8. Page 1-26, Article 3.1 - If we are going to stay with sixty days as the
calendar days set by the City then the first sentence needs to be changed to
state "the work will be completed within sixty days as specified by the
owner."
9. Page 1-30 my title should be changed to Director of Engineering and Public
Works.
10. Page 1-36, Item SC-1.15 - The sentence should be revised to state
"Maintenance bond shall be required in the amount of 50% of the cost of
public improvements for a 2 year period."
11. Page 24 paragraph, 2.11 Preservation of Trees - The last two sentences of
that paragraph discussing the penalty and tree guards should be removed. A
sentence should be included that states "All tree removal shall be in
conformance with the City of Coppelt Tree Preservation Ordinance." (A
copy is included with the letter). This particular project more than likely
will be grandfathered, but we still need to make the contractor aware of the
Tree Preservation Policy.
12. Page 2-5, paragraph 2.13 - A sentence should be included that states
'Contractor shall obtain approval from TxDOT for any traffic control
devices on SH 121 frontage roads".
13. Page 4-5, paragraph SC.24 Protection of Trees - Include sentence that states
"Refer to Section 2.11 Preservaf~on of Trees". That way it will refer them
back to the Tree Preservation Ordinance.
I have looked at the project and tried to establish a bid date and award date.
The following is the timeline we will be attempting to meet:
· Award project at the March 9, 1999 City Council meeting, therefore;
Notice to Bidders provided no later than February 1, 1999
(So that we can advertise in the newspaper on February 5 and February
12, 1999.);
Open bids on February 23, 1999 (This date could slide a little bit based
on your schedule, however, we do need to ~na!ize before we do the
notice to bidders.)
Included with this letter is a copy of the TxDOT Permit approved by TxDOT on
December 21, 1998. If you have any questions concerning these comments

meeting with you concerning this project on January 26, 1999 after our
preconstruction meeting on Sandy Lake Road water line.
