Centerpoint Two 616 Six Flags Dr., #400 Arlington, TX 76011 Re: Proposed Grapevine Springs Park/Dallas County - Erosion Control Project Dear Mr. Chisholm: I have reviewed the HEC-2 models and drawings you submitted in support of the above-referenced proposed erosion control measures for the Grapevine Springs Park (the Park). You have provided a split flow analysis for a portion of Grapevine Creek crossing the Park from Section 4.5 through Section 6.0 using 10 year and 100 year FEMA discharges. As a result of this project, the referenced section of Grapevine Creek has more data resulting from surveyed crpss-sections, both along the main stream and the by-pass channel. The proposed erosion control measures are mainly along the by-pass channel, for restoration of the Park. The existing and proposed 100-ye,~u' floodplain lines and floodway must be delineated on the ~rol~osed~ Please address this comment in your final submittal. Based on my review, and our discussions through the review process, we have no objections to your proposed Plan. Please provide two (2) sets of the flood study report along with necessary plans and the FEM'~, ~ertification form for LOMR in support of the proposed Park reclamation project. I will then forward a transmittal letter along with a copy of your flood study report to FEMA, with our recommendation of approval. Please note that according to the attached memorandum from Dallas County dated November 20, 1992, Graham Associates, Inc. is to follow up with the Corps of Engineers for wet land determination and issuance of the 404 permit, if applicable. In attendance: Rick Loessberg, Planning/Development Coordinator Jeff Williams, P.E., Graham & Associates Ken Griffin, P.E., City Engineer, City of Coppell Mike Sharp, Superintendent, Road & Bridge District No. 4 Jack D. Hedge, P.E., Manager, Civil Design Section, Public Works 2. Listed below are the main points covered and agreements reached at the captioned meeting: a. Jeff Williams stated that the final report would state that the proposed work would result in a 0.01 foot increase in 100 year flood elevation at the first foot bridge and a 0.01 foot decrease at the confluence of the main and bypass channels. This increase at the bridge is totally contained within Dallas County property (the park). b. Given a. (above), Ken Griffin indicated that probably the City of Coppell and FEMA would agree to the proposed work. c. Graham's final report will contain horizontal and vertical geometries and estimated cut and fill volumes. e. Dallas County Public Works Department will stake alignments and backslope/frontslope points to insure that construction matches the proposal. f. Graham will give final report to City of Coppell (with Copy to Dallas Count,,). City will submit letter of support to FEMA with request for approval of proposed work. g. Graham will proceed to completion of the report and will prepare the "Section 404" letter to the Corps of Engineers. 3. Please call if you have questions, corrections or additions.
