RE: Grapevine Springs Park
Dear Mr. Loessberg:
The purpose of this letter is to help identify information gathered
by the City Engineer regarding proposed erosion control and
placement of pedestrian bridges at the Grapevine Springs Park site.
As a result of our meeting of May 7, 1992 between staff from the
City of Coppell and Dallas County, Mr. Ken Griffin indicated that
there was some concern regarding the original erosion protection as
proposed by Dallas County Public Works. There was also concern
regarding the placement of pedestrian bridges to provide access to
the park's island. In both instances, Mr. Griffin met with Federal
Emergency Management Agency officials to gain insight on these
proposed improvements to Grapevine Springs Park. The FEMA
representatives were very clear in their direction, in that they
informed Mr. Griffin that the City of Coppell should not allow the
placement of the fill, the pedestrian bridges, or any fence without
first submitting a technical study which would show that there will
be no rise in the water surface. For the City to approve these
improvements in the floodway without the proper technical
information could place the City in je0pardywith the FEMAprogram.
It is my understanding that the City Engineer made contact with
Dallas County Public Works staff on Monday, May 18, 1992 to relay
this information.
You may wish to contact Mr. Kennedy as to whether or not the County
would want to pursue the floodway study as prescribed by FEMA.
Based on Mr. Kennedy's remarks, perhaps this type of information
could be obtained at nominal cost to the project and bring forth

results which would allow those proposed improvements to proceed.
I regret that this may delay progress on the park project, but hope
that you can appreciate the City's dilemma in this matter.
