Consideration of approving a variance to the Floodplain Management
Ordinance #87930, Article 4, Section B, Item 11A which states that the
Floodplain Administrator must "assure that conditional approvals are
received from FEMA before a Floodplain Development Permit is issued" for
the proposed Grapevine Springs Park improvements adjacent to Grapevine
Creek by Dallas County
Date: July 13, 1993
This proposed variance to the Floodplain Management Ordinance has been requested by Dallas
County. The County is requesting the variance so that a Floodplain Development Permit can
be issued in order that the erosion protection along Grapevine Creek, within the park site, can
be started.
I have reviewed the flood study by Graham and Associates and have found it to be in compliance
with the City of Coppell Floodplain Ordinance. The approved study was submitted to FEMA
on June 29, 1993. The City is currently awaiting confirmation from FEMA that they have
received the study. The County has been made aware that if FEMA requires any modifications
to their work then Dallas County would be required to make those changes as directed by
FEMA. Similar request have been granted most notably for the Big Cedar Addition and for the
Villages of Coppell Phase III B.
Staff has no objections to the request provided any changes requested by FEMA are complied
with prior to the acceptance of the project by the City.
Staff will be available to answer any questions concerning this issue.
10. Coordinate City floodplain management progrants with State, regional and

development in all fiOodpl~in management areas of the City.

acknowledgment of receipt by FEMA of the required technical data,
construction may commence within a floogpLain area provided the
person performing such development furnishes a written agreement to
assume the cost of any modifications noted by FEIMA, as a result of
their technical reviews, to be required for proper completion.
b. Require the developer ~o submit an as-built technical report of
floodplain development conditions as soon as work affecr, in~ the
floodplain is completed. Encourage the expeditious submittal of
the as-built conditions in order to Obtsin the final letters of map
revision from the I:EMA.
12. Make submittals to the FEMA in compliance with the provisions of this
ordinance and the provisions of 44 CFR.
13. l~?int~in and hold open for public inspectic~ all records including
maps, elevation certificates of elilibility, elevations and
floodproofing, permits issued, variances, appeals, and so on, as
required by or generally pertaining to the provisions of this
ordinance.
l~t. Review, approve or deny all applicatioas for development permits
required by adoption of this ordinance.
1S. Make interpretations as needed to determine the exact location of the
boundaries of floodplain management areas or special flood hazard
areas.
16. Notify the affected communities and the Texas Water Commission prior to
any alteration or relocation of a watercourse, md submit evidence of
such notification to the Federal Emergency Manalement Agonc~.

Enclosed please find a technical report on proposed improvements to Grapevine Springs Park
on Grapevine Creek. This report, prepared by Graham and Associates, Inc. for the City of
Coppell Parks Department and Dallas County, contains the technical data required for issuance
of a Conditional Letter of Map Revision. Copies of the required HEC-2 hydraulic models,
floodplain and floodway mapping, construction plans and application/certification forms are
included.
This flood control project is sponsored by the City of Coppell, as a joint venture with Dallas
County, for the public benefit, therefore no review fee is included as specified in Section 72.5
of the FEMA regulations. If you have any technical questions on this report, please contact the

Lil~rary Board - Councilman Weaver attended a meeting of the board and the building committee
and stated they are prepared to go back to the architect with final changes.
D/FW Airpor~ Expansion - Councilman Weaver advised that he attended the meeting and he was
very encouraged by it.
Mayor Morton advised that a letter had been prepared by the City Attorney regarding a request
from Councilmember Reitman asking for an interpretation. Mayor Morton inquired as to what

Mayor Pro Tom Robertson moved to approve Items 22 A, C, D, E carrying Ordinance No.
93608, F carrying Ordinance No. 93609, G, H, I, K carrying Ordinance No. 93610, L~ and
N. Councilmember Garrison seconded the motion; the motion carried 6-0 with Mayor Pro Tern
Robertson and Councilmembers Weaver, Stahly, Reitman, Mayo, and Garrison voting in favor
of the motion.
Gary Si,b, Director of Planning and Community Services, made a presentation to the Council
concerning Item 22 B. Mayor Pro Tem Robertson moved to approve the Final Plat of Fountain
Park Addition, located along the north side of Sandy Lake Road, between MacArthur Boulevard
and Meadowglen Circle, at the request of Waters Edge Joint Venture. Councilmember Garrison
seconded the motion; the motion carried 5-1 with Mayor Pro Tern Robertson and
Councilmembers Stahly, Mayo, and Garrison voting in favor of the motion and Councilmember
Weaver voting against the motion. Councilmember Reitman abstained which is considered as
an affirmative vote per City of Coppell Home Rule Charter, §3.11-B.
Councilmember Weaver discussed several issues regarding Item 22 J. It was requested that
some signage be plaCed on the property notifying the adjacent homeowners of the planned use
for the property. Mayor Pro Tern Robertson moved to approve an escrow agreement between
the City of Coppell and Republic Property Group, Inc. in the amount of $3,658.66 for the future
construction of Glade Point Drive within the Eagle Point Village Subdivision. Councilmember
Garrison seconded the motion; the motion carried 6-0 with Mayor Pro Tem Robertson and
Councilmembers Weaver, Stahly, Reitman, Mayo, and Garrison voting in favor of the motion.
There being no further business to come before the City Council, the meeting was adjourned.
