Loop 288 Denton, TX 76201-3698 RE: Improvements to Grapevine Springs Park Dear Mr. Quarles: Thank you for taking the time to meet with me on May 8, 1992 to discuss the proposed improvements to Grapevine Springs Park by Dallas County. Based on that meeting, it is my understanding that the pedestrian bridges, the proposed fill, and the proposed fence can not be constructed in the floodway without the appropriate studies to indicate there is a zero rise in water surface. This information was relayed to Dallas County. Their response was that they were disappointed that the City would not allow the construction without a study. However, their question to me was could they still go in and stabilize the existing eroded bank to keep it from eroding even further. My understanding of what they intend to do is to cut back or keep the current bank at its location and install a two to one concrete rip rap that would transition on each end to a four to one slope to meet the existing slope of the bank. This would be strictly to stabilize the existing bank to prevent any further erosion. They would not be bringing in any fill or constructing any improvements in the floodway except for the concrete rip rap for the bank stabilization. Their concern is that prior to designing the bank stabilization, they would like to have FEMA concurrence that it would be acceptable once designed. They feel they have already spent many months and man hours on a design which the City and FEMA will not now approve. I indicated to a representative with Dallas County that I would correspond to FEMA requesting that, if this bank stabilization met with generally accepted FEMA guidelines, that I would request FEMA respond to the City that the bank stabilization would not pose a problem to the cities' participation in the floodplain program. A written response to that effect would be greatly appreciated. Thank you for your timely consideration of this request.
