ANALYSIS: tt appears as though most of the issues to be resolved between the adjoining neighborhoods (Shadow Ridge Whispering Hills) will be resolved prior to approval of the final construction plans. As the City Council required additional conditions to be followed, the developer has agreed to those conditions during the Council meeting, and the preliminary plat reflects each condition. Since this subdivision was submitted first as a PD, the development guidelines are listed on the preliminary plat and will be indicated on the final plat as well. In summary, the developer, Siepiela Interests, Inc., is requesting approval of a preliminary plat, as submitted. Because the plat reflects all of the City Council concerns, staff recommends approval of this request.
