RE: Grapevine Springs Park (Open Space Site) Dear Mr. Goram: Summarized belowis our Understanding of the points agreed upon at our meeting May 7, 1992, with representatives of the City of Coppell in connection with the captioned project: The original objective to install erosion protection along Grapevine Creek and reclaim the eroded part of the park island was questioned on the basis that the City of Coppell felt that the proposal would result in a rise in the 100 year flood elevation which would require FEMA and the City of Coppell variance of their regulations and ordinances. The City of Coppell agreed to consider the Dallas County erosion control plans if accompanied by a hydrology study. The City Engineer indicated that the Ckty of Coppell would a~ree to concrete riprap along the existina left bank of Grapevine Creek, shaped to a 2:1 slope - preferably with earth tone color added. Mike Sharp indicated he would be unable to build the riprap; therefore, contract plans and specifications and receipt of contractor bids will be required. The City of Coppell requested, however, that they be given an opportunity to meet with FEMA with a set of erosion control plans showing reclamation of eroded park island to see if FEMA would "sign-off" on the plans as drawn. Se The City Engineer agreed to check with FEMA to see if installation of a pre-engineered, prefabricated pedestrian bridge installed at the same (or slightly higher) elevation as the old foot bridges would be acceptable.
