Griffin, P.E., City Engineer SUBJECT: Grapevine Springs Park DATE: April 28, 1992 On April 28th, I contacted FEMA and talked to Mr. Dell Greet concerning the reclamation that Dallas County is proposing for Grapevine Creek. I had previously left phone messages, but those had not been returned. Mr. Greer indicated that if Dallas County was going in and replacing some minor erosion that had taken place since the Corp of Engineer's took their cross-sections, then FEMAwould not have a problem with restoring the bank to its original configuration. However, the plans from Dallas County indicate that at Section II they are replacing about 150 X 8 foot section to reclaim the portion of the creek that has eroded over time. Also, at Section III, they are replacing about 100 X 10 foot section. Mr. Greer was very concerned that this type of reclamation could change not only the width of the floodway but the water surface elevation in this area. Mr. Greet indicated that to be in compliance, Dallas County would need to go through the types of flood studies that a typical developer in Coppell would have to go through. This would be a study of the existing conditions and a study that shows the proposed fill condition. This fill is proposed in a designated floodway of the City of Coppell. Therefore, if the proposed study showed any increase at all in the water surface elevation, this project would be denied by the City of Coppell.
