As of this date I have not received the final executed Proposals,
by Barton-Aschman, from the City Manager's office. You indicated
that you would check with Alan on this. I also received the
agreement from Barton Aschman from you dated 12/06/90, as requested
by Sheri. This agreement does not relate to this traffic signal
project. (See Attached Copy.)
This agreement is for the City to consider an On-call Service as
they relate to Traffic Engineering.
Please advise if you have located the signed proposals, otherwise
I intend to call K.R. Marshall and ask him to forward two copies
immediately.

Enclosed please find two (2) copies of an unsolicited Professional Services Agreement to
pr. ov~id_e_,~..nT.c_a!!;~_.p..r.9, f~.s.s!on.a!_traffic engine~.~:ing services to the City of Coppell. Under this
agreement, Barton-Aschman will serve as an extension of your city staff in support of
engineering projects and issues.
Under this agreement, you may use our services as much or as little as you want. You may
not see the need to use us at all; however, if you do have a need that we can help you with,
the mechanism is in place allowing you or your staff to simply pick up the telephone and call
US.
Please consider this opportunity carefully. It allows you to add traffic engineering and
transportation planning expertise to your staff wi[hour the expense of hiring a full-time
employee. If you have any questions regarding this matter, please call.

PROFESSIONAL SERVICES AGREEMENT
Whereas the City of Coppell, Texas, engages Barton-Aschman Associates, Inc. (BAA) to
provide professional engineering services to tile City of (:oppell, Texas. Under this aoreemealt,
BAA will serve as an extension of city staff il/ SUl)port of Ihe City's on-floillfl traffic
engineering, transportation planning and street i~nprova,~le~ds programs. BAA will provide Ilia
following services as stipulated.
A. BASIC SERVICES
Basic services will be furnished upon written or verbal request by the City and ir'~clude
the following:
Review and certify engineering plans, prepared l)y or for the City for Iliu
installation of traffic signals, signs, and pavement markings.

Review and comment on i.}rOl)OSed devehd)mt}~lt i)larls with regard
circulation, and I)arking.

Conduct routine traffic engineering studies and investigations, as re(Itrested by
the City, in response, to citizen complainls or City co~cer~s.
Advise and assist file City staff in I~erlorn,ino comr)lex traffic engineering
transportation studies as requested.

Analyze signal timings at location,s requested by the City and reco~n~le~M
modifications as needed.

BAA will furnish a registered engineer to providu Basic Services.
B. ADDITIONAL SERVICES

BAA will provide Additional Services upon written authorization by the City. Such
authorization will be based upon a prior written cost estimate submitted by BAA.
COMPENSATION
BAA proposes to be compensated for Basic and Additional Services as follows:
1. Basic Services will be billed at the rate of $80.00/hr.
2. Additional Services will be billed on an hourly basis according to the actual
hourly salary rates of employees utilized for the work. The total hourly rate for
each employee will be as follows:
Hourly Rate -- Base Salary + Overhead + 10% Fee
Where Overhead -- 1.85 x Salary
and Fee -- 0.10 (salary -F overhoad)
Reimbursable costs for work performed under Additional Services will be billed
at actual cost.
PAYMENTS
BAA will invoice the City monthly for Basic and Additional Services provided.
City
agrees to promptly pay (within 30 days of receipt) BAA at its office in Evanston,
Illinois, the full amount of each such invoice.
INSURANCE
BAA agrees to maintain public liability insurance covering claims against BAA for
damages resulting from bodily injury, death, or property damage from accidents arising
in the course of services performed under this agreement.
TERMINATION
Either BAA or the City may terminate this agreement upon 30 days written notice to
the other party.
AVAILABILITY OF SERVICES
BAA will be available to provide service on 24 hour advance call or scheduled basis as
desired by the City.

Problem Statement: Citizens and City Council have expressed concern about existing speed
limits on two major arterials in Coppell. Speed,limits have not been
reviewed or modified for many years. The objective of this work order
is to analyze existing speed limits on the arterial streets specified.
