As the Advisory Committee for Impact Fee Studies, you are required to provide written
comments on Capital Improvement Plans and Impact Fee Studies. Because of the complexity
of this study, it is my opinion that I should brief P&Z first to provide additional time for review
prior to asking for a written decision. I anticipate bringing this back at the November meeting
as an action item.

RE: Consideration and approval of making a recommendation to the City Council
concerning the Roadway Capital Improvement Plan and the associated
Impact Fee.
Date: October 28, 1994
At the October 20th Planning and Zoning meeting, the general basis surrounding the Roadway
Impact Fees was discussed with the Planning and Zoning Commission. As requested by the
Planning and Zoning Commission, included with this agenda item is a survey performed by the
City of DeSoto in November, 1993. DeSoto surveyed 16 area cities and calculated the fee for
a single family lot, a small retail business of 3500 square feet and a retail shopping center of
34,400 square feet. The cities ranged in population from 8,700 at South Lake to 271,750 at the
City of Arlington. Of the sixteen cities surveyed, six charged a Roadway Impact Fee. It is my
understanding that DeSoto has since decided to zero out their Roadway Impact Fee.
The concept of a Roadway Impact Fee is not new. It was authorized under Chapter 395 of the
Local Government Code. Several cities still operate under the escrow premise based on adjacent
front footage. Our attorney has stated that the City should pursue the Roadway Impact Fee
concept. I am currently reviewing the dollar amounts, but based on the survey performed by
DeSoto my recommendation will still be in the range of approximately $300.00 per equivalent
service unit. This would equate to a cost of $855.00 per residential lot. You may recall that
I expressed some concern with the impact this would have on commercial development. I have
taken the same examples that DeSoto utilized and calculated what the Roadway Impact Fees
would be utilizing a $300.00 per equivalent service unit. At the November 1st Planning and
Zoning meeting, I will provide real life examples of recent businesses within the City of Coppell
to show how they would be impacted by the Roadway Impact Fee. The $855.00 per single
family home does not necessarily concern me. That seems to be somewhat in line with what
people are currently paying. However, the impact to the commercial development does concern
me and it is my opinion that we will most likely spend the majority of the discussion centered
on formulating a recommendation to Council for what the commercial rates should be.
Please bring the JBM Roadway Impact Fee Study that was provided to you at
the October 20th Planning and Zoning Meeting.

For sometime now the City has been developing a Capital Improvement Plan and evaluating the
cost to implement that plan in accordance with Chapter 395 of the Local Government Code.
The concept has been taken to the Planning and Zoning Commission for a recommendation to
the City Council. Because of the notification timetable, this resolution needs to be adopted at
this time to call the public meeting. The resolution only establishes a date for the public hearing
to consider the adoption of the Capital Improvements Plan and imposition of the Impact Fee.
All documentation concerning this item will be processed with the Council packet for the
December 13th, 1994 City Council meeting.
Staff will be available to answer any questions concerning this issue.

PLANNING AND ZONING COMMISSION
The Planning and Zoning Commission of the City of Coppell met in special session at 7 p.m.,
on Tuesday, November 1, 1994, in the Coppell Town Center, 255 Parkway Boulevard, Coppell,
Texas 75019. The following members were present:

Also present were City Engineer Ken Griffin, Planning Director Gary Sieb, and Administrative
Secretary Barbara Jahoda. Commissioner Redford was absent.
REGULAR SESSION 7 p.m. {Open to the Public)
1. Call to Order
Chairman Tunnell called the meeting to order.
2. Invocation
Commissioner Thompson gave the invocation.
3. RECESS INTO WORK SESSION: (Open to the Public)
Discussion headed' by Ken Griff'm, Assistant City Manager/City Engineer,
concerning a recommendation to the City Council on the Roadway Capital
Improvement Plan; the associated Impact Fee; Land Use Assumptions; Water and
Waste Water Capital Improvement Plans, and the proposed Water and Waste Water
Impact Fees. ~
City Engineer Ken Griffin presented an overview of the City's proposed upgrading of
water and waste water lines. After some discussion, it was suggested that the $450 fee
per equivalent service unit remain 'the same and that the existing water system fee of.
$650 be reduced to $450.
Regarding the Thoroughfare Plan, a $300 recommendation was made for all Zones with
the exception of Zone 8 which would remain at $73.
RECONVENE INTO REGULAR SESSION: (Open to the Public)
4. To consider the approval of making a recommendation to the City Council
concerning the Roadway Capital Improvement Plan and the associated Impact Fee.
Commissioner Sturges made a motion to recommend to Council approval of the Roadway
Capital Improvement Plan and a Roadway Impact Fee of $300 per equivalent service unit
for Zones 1-7, 9 and 10 and an equivalent service unit fee of $73 for Zone 8.
Commissioner Stewart seconded the motion. Motion carded (6-0) with Commissioners
Lowry, Wheeler, Thompson, Tunnell, Sturges and Stewart voting in favor. None
opposed. Commissioner Redford was absent.
5. To consider the approval of making a recommendation to the City Council
concerning Land Use Assumptions, Water and Waste Water Capital Improvement
Plans and the proposed Water and Waste Water Impact Fees.
Commissioner Thompson made a motion to recommend to Council approval of the Land
Use Assumptions, Water and Waste Water Capital Improvement Plans and that the
proposed Water and Waste Water Impact Fees be $450 per equivalent service unit.
Commissioner Wheeler seconded the motion. Motion carried (6-0) with Commissioners
Lowry, Wheeler, Thompson, Tunnell, Sturges and Stewart voting in favor. None
opposed. Commissioner Redford was absent.
With nothing further to discuss, the meeting adjourned at 8:40 p.m.

RESOLUTION OF THE CITY OF COPPELL
RESOLUTION NO. 110894.4
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS,
ESTABLISHING A PUBLIC HEARING DATE TO CONSIDER THE ADOPTION OF THE
CAPITAL IMPROVEMENTS PLAN AND IMPOSITION OF THE IMPACT FEE FOR
ROADWAY FACILITIES; PROVIDING FOR THE GIVING OF NOTICE OF THE PUBLIC
HEARING~ AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Coppell, Texas has adopted land use
assumptions for roadway facilities; and
WHEREAS, a capital improvements plan for roadway facilities has been developed
by qualified professionals, in accordance with Section 395.046 of the Texas Local
Government Code; and
WHEREAS, Section 395.047 of the Texas Local Government Code requires the
governing body of the City of Coppell hold a public hearing to discuss the adoption of the
capital improvements plan and the imposition of the impact fee for roadway facilities;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF COPPELL, TEXAS:
SECTION 1. That the City Council of the City of Coppell, Texas, shall conduct a
public heating on December 13, 1994, at 7:30 p. m. to discuss the proposed adoption of a
capital improvemems plan and the imposition of an impact fee for roadway facilities.
SECTION 2. That on or before the date of the first publication of the notice of the
aforesaid public hearing, the capital improvements plan shall be made available to the
public.

SECTION 3. That pursuant to Section 395.049 of the Texas Local Government Code,
the Assistant City Manager is directed to cause a Notice of Public Hearing on Adoption of
Impact Fees to be published once a week for three consecutive weeks in the City's official
newspaper in a size not smaller than one-quarter page of standard-size or tabloid-size
newspaper, with the headline of the notice to be in eighteen point or larger type. The first
notice shall appear on or after the 60th day before the date set for the hearing but before
the 30th day before the date set for the hearing.
SECTION 4. This resolution shall become effective immediately from and after its
passage, as the law and charter in such cases provide.
