Discussion and consideration of approving a resolution adopting the Land Use
Assumptions for the development of Impact Fees and authorizing the Mayor
Pro Tem to sign.

The City of Coppell is currently working on a Roadway Impact Fee. This project requires that
a Land Use Plan be developed to accurately determine the impact on the roadway system. The
Land Use Plan before the Council this evening was presented to the Planning and Zoning
Commission on July 21st, 1994. A copy of the minutes for that meeting are attached for your
information. The Planning and Zoning Commission serves as the Advisory Committee for the
City of Coppell in regards to impact fees. I am aware that in the near future the City will be
embarking upon a Master Plan update to revisit all land uses within the City of Coppell. Once
that study has been completed in 1995, if there are substantial changes to what this Land Use
Assumption map shows, then the City will review the impact fee to determine if the fee needs
to be adjusted upward or downward. It is very likely that if there are only minor changes that
it will have no impact on the fees established by Council. It should be clearly understood that
this Land Use Study before the Council this evening is strictly a tool to determine the impact
upon the system based on the projected development within the City of Coppell.
Staff recommends approval of the Land Use Assumptions so that the Roadway Impact Fee can
be finalized and brought before Council. Staff will be available to answer any questions.

Jerry Ragsdale, Republic Property Group, 8440 Walnut Hill Lane, Dallas, TX., was
present to represent this item before the Commission and answer any questions.
General discussion was held.
Commissioner Thompson moved to deny Courtyards at Riverchase, Preliminary Plat.
Commissioner Redford seconded the motion. Motion carried (6-0) with Commissioners
Lowry, Wheeler, Thompson, Tunnell, Redford and Hildebrand voting in favor of denial.
None opposed.
General discussion concerning planning and zoning issues.
Discussion and recommendation to City Council on Land Use
Assumptions for Roadway Impact Fees.
Gary Sieb introduced Ken Griffin, City Engineer, who made some
introductory remarks concerning the Land Use Assumptions Report for the
Roadway Impact Fee Study. He then introduced Barbra Leftwich,
Leftwich & Associates, 909 Shiloh, DeSoto, TX.; ~I. W. Bryan and Allen
Ross of/IBM Consultants, 15400 Knoll Trail, #111, Dallas, TX., who
developed this proposal with the help of the 1990 Census data and COG's
projections for the region to the year 2010, targeting a 10-year projection
from 1994 to 2004. Ms. Leftwich gave a comprehensive explanation of
how data was derived for this study.
Discussion followed.
Commissioner Redford made a recommendation to forward the Land Use
Assumptions for Roadway Impact Fees Study to the City Council for
consideration. Commissioner Hildebrand seconded the motion. Motion
carried (6-0) with Commissioners Lowry, Wheeler, Thompson, Tunnell,
Redford and Hildebrand voting in favor. None opposed.

Discussion concerning applications to re-apply for P&Z Commission for
Don Meador, Ray Hildebrand and George Redford, whose terms expire
October, 1994.
Gary Sieb stated that this had been discussed in the workshop session
earlier in the evening. Nothing else needs to be said. Chairman Tunnell
asked if at the next P&Z Meeting, a new Vice Chair should be elected to
replace Don Meador's position since he has resigned due to a corporate
transfer. Mr. Sieb answered in the affirmative.
C. Pending lawsuit.
Gary Sieb stated that this had been discussed at the workshop session. All
members of the Commission have a copy of the suit and Letter of

A RESOLUTION OF THE CITY OF COPPELL, TEXAS ADOPTING LAND USE
ASSUMPTIONS FOR THE DEVELOPMENT OF IMPACT FEES IN ACCORDANCE
WITH CHAPTER 395 OF THE LOCAL GOVERNMENT CODE; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City Council of the City of Coppell, Texas has authorized a Roadway
Impact Fee Study for the City of Coppell; and
WHEREAS, Chapter 395 of the Texas Local Government Code authorizing Impact
Fees requires the adoption of Land Use Assumptions within the designated service area that
will be used to develop the Capital Improvements Plan; and
WHEREAS, Land Use Assumptions for the Roadway Impact Fee have been prepared
by JBM Engineers & Planners for the City of Coppell; and
WHEREAS, the Land Use Assumptions have been reviewed and recommended for
approval by the Impact Fee Advisory Committee; and
WHEREAS, the public hearing notice has been published once a week for three
consecutive weeks, and
WHEREAS, the public hearing has been conducted by the City Council in accordance
with the requirements of Chapter 395 of the Texas Local Government Code;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF COPPELL, TEXAS:
SECTION 1. That the Land Use Assumptions for the Roadway Impact Fee Study
as prepared by JBM Engineers and Planners, dated July 14, 1994 are hereby adopted.
SECTION 4. This resolution shall become effective immediately from and after its
passage, as the law and charter in such cases provide.

PUBLIC HEARING: (Continuation) Consideration and approval of a zoning
change, Case #ZC-553(CH) from TH-1 and MF-1 to any appropriate zoning
district classification, including, but not limited to, SF-7, SF-9, SF-12, SF-18,
SF-ED, MF-1 and/or O, on approximately 30 acres of land located on two
tracts; Tracts A-1 and A-2 situated along the east side of MacArthur
Boulevard; north of the TU Electric right-of-way line.
This Public Hearing remained open from the August 9, 1994 City Council meeting. Gary Sieb,
Director of Planning and Community Services, made a presentation to the Council and
announced that he had received written opposition to this item and therefore any zoning change
would require a 3/4 vote of Council. Mayor Pro Tem Robertson asked for those persons
wishing to speak against this proposal. There were none. He then asked for those persons
wishing to speak in favor of this proposal. Again, there were none. Jerry Ragsdale, owner of
the property, asked for another thirty-day continuance on the moratorium. Councilmember
Alexander moved to close the Public Heating and change the zoning on Tract A-1 to SF-7
(Single Family-7)and Tract A-2 to O (Office). Councilmember Mayo seconded the motion; the
motion carried 6-0 with Mayor Pro Tem Robertson and Councilmembers Alexander, Stahly,
Watson, Mayo, and Sheehan voting in favor of the motion.

PUBLIC HEARING: Consideration and approval of Valley Ranch Center,
Replat of Lot B-R3, Lots C and D, located at the southeast corner of
MacArthur Boulevard and Beltline Road, at the request of Brockette-Davis-
Drake, Inc.
Gary Sieb, Director of Planning and Community Services, made a presentation to the Council.
Mayor Pro Tem Robertson opened the Public Heating and asked for those persons wishing to
speak against this proposal. There were none. He then asked for those persons wishing to
speak in favor of this proposal. Again, there were none. Councilmember Mayo moved to close
the Public Hearing and approve the Valley Ranch Center, Replat of Lot B-R3, Lots C and D,
located at the southeast comer of MacArthur Boulevard and Beltline Road. Councilmember
Alexander seconded the motion; the motion carded 6-0 with Mayor Pro Tem Robertson and
Councilmembers Alexander, Stahly, Watson, Mayo, and Sheehan voting in favor of the motion.

Public Hearing and approve Resolution No. 091394.2 adopting the Land Use Assumptions for
the development of Impact Fees and authorizing the Mayor Pro Tem to sign. Councilmember
Sheehan seconded the motion; the motion carried 6-0 with Mayor Pro Tem Robertson and
Councilmembers Alexander, Stahly, Watson, Mayo, and Sheehan voting in favor of the motion..
16.
Consideration and approval of Birdsong Addition, Preliminary Plat, to allow
a single-family residence on 5 acres of property located east of MacArthur
Boulevard, north of DeForest Road, at the request of R. E. Spiars Engineers.
Gary Sieb, Director of Planning and Community Services, made a presentation to the Council.
Bruce Birdsong, Applicant, addressed the Council and asked for allowances regarding escrow
for DeForest Road, septic system, alley, and hike and bike trail. Ken Griffin, Assistant City
Manager/City Engineer, addressed the Council concerning the sewer line. Councilmember
