Subject: Traffic Signal Improvement Project for 30 Locations In
Coppell and Irving, Texas (Dallas County CMAQ Project 75)
Dear Mr. Taylor:
Enclosed are two spreadsheets, one for "on-system" and one for "off-system" locations, which
summarize our analyses relating to Signal warrants for 30 locations proposed for CMAQ funding in
Irving and Coppell, Texas. These locations and their associated scope have been designated as
CMAQ Project 75. Six of these locations are "on-system" with the remaining 24 designated as "off-
system" locations. It is our opinion that all 30 locations meet the TxDOT abbreviated signal warrant
or the Texas MUTCD criteria for inclusion in the CMAQ program. We request your concurrence in
this opinion.
We have prepared the spreadsheets in the same format previously suggested by Melanie Young.
We are providing one set of enclosed documents to your office. Under separate cover, we are
providing this same information directly to Terry Sams.
The transportation engineering services for this project will be analogous to CMAQ Project 70 -
Garland Signal Retiming. No construction is anticipated with this project. We have selected a
transportation engineering firm, negotiated a fee for the scope, and are in the process of obtaining
the formal concurrence letters from each of the cities for this project. We have requested a TIP
amendment to adequately fund this project from NCTCOG which is scheduled for final disposition
on October 10, 1996. by the Regional Transportation Council. We are requesting your assistance
in beginning the process to request a CSJ number in order to expedite the NTP for this project.
