City of Coppell Post Office Box 478 Coppell, Texas 75019 November 3, 1998 Re: State Highway 121 Water Line Texas Department of Transportation Response CoServ Communications Response Dear Mr. Griffin: We have received responses back from the Texas Department of Transportation and CoScry Communications concerning the City's proposed State Highway 121 Water Line and are enclosing copies of both. CoSerr Communications indicates no conflicts with the City's proposed installation. In fact, their recently installed facility appears to be some distance north of this project. When we spoke with TxDOT about this project, Mr. Murray Allen, P.E., indicated that CoSerr had recently permitted for a new cable in the area of our project. Based on Coserv's response, he obviously was mistaken. At this stage, we are not sure who is the owner of the recently installed cable we found in the field and show on our plans. However, we have forwarded the preliminary construction plans to the list of utility companies supplied by your office and expect this issue to be clarified shortly Relative to the alignment revision request, the Texas Department of Transportation responds that they see no adequate justification to warrant the alignment exception. As such, we recommend the City m~fmtain the alignment as we have currently shown in the plans and formally submit a Notice of Proposed Installation to the Dallas District office. At your direction, we will prepare the necessary forms and provide you with the appropriate copies of construction plans for this purpose. Dear Mr. Hendricks: In regards to your October 19, 1998 letter concerning the two alignment issues, TxDOT offers the following. 1. TxDOT provides for aerial utilities to be placed in the first three feet of the right of way. Three to ten feet is for any underground utility. The Dallas District generally does not dictate the alignment for any utility. Only that the alignment must be a set distance uniform with the right of way line. 2. As far as exceptions to deviate from the ten foot alignment, TxDOT only considers this option when the first ten feet is full of utilities and other considerations warrant such justification. If the existing fiber lines deviates as indicated in your letter, the owner of the fiber cable will either have to completely adjust the line or more the necessary areas in conflict to prevent the cable from being cut during the installation of the water line. At this point, TxDOT does not consider adequate justification exists to warrant an exception. As for the existing trees, if the city is unwilling to remove them, the water line can either be bored under the trees or placed on easement.
