Griffin, P.E., City Engineer RE: Early Release Permits on Construction Projects Date: December 16, 1992 This memo is written as a follow-up to our Dec. 16, 1992 meeting between yourself, Gary Sieb and myself. At that meeting, we discussed the concept of early release permits on construction projects. There are some outstanding issues in regards to when early release permits should be issued. The main over-riding concern from Gary Sieb is that the streets in the subdivision should be constructed prior to the release of any early permits. This would facilitate access to the property for fire protection, medical protection, inspections, and for the various trades working in the subdivision. I have previously written a memo enumerating several issues that, at a bare minimum, should also be addressed prior to consideration of early release permits. Because there are many controversial issues surrounding when an early release permit should be issued, it was a consensus of yourself, Gary and myself that I would bring forth a rough policy at the January 12, 1992 City Council meeting concerning guidelines for the release of early permits on construction projects. One change that we discussed would be the implementation of an early release permit fee. To issue permits at this stage of development would be precedent setting.
