Early Release Permits
December 17, 1992
On December 16, 1992, I spoke with Tim House concerning our meeting about e,qxly release
permits. I informed Mr. House that, based on our meeting, it was our opinion that this should
go to the City Council meeting of Januar3t 12, 1992 in a conceptual policy form to seek direction
from Council. Obviously, Mr. House was extremely disappointed that the permits could not be
issued. Mr. House did thank the City for the efforts in trying to pursue this avenue; however,
he did indicate that he would continue to pursue this, quite possibly through political means.
I did not encourage nor discourage Mr. House from pursuing this avenue, but only informed him
that he would need to do what he felt was proper and appropriate to pursue the early release
permit concept.
