Dear Mr. Hendricks:
The City of Coppell appreciates the timeliness of the initial plan submittal of the water line
along S.H. 121. I have reviewed the plans and offer the following comments:
1. Approximately the first 650' of the water line is adjacent to and contained within an
existing drainage ditch. The flow line of that ditch should be shown in the profile view to
insure that the water line is sufficiently deep to be constructed without causing a problem to
the ditch or the water line.
2. A 20' section of pipe should be stubbed out at the valve as the water line turns north at
approximately Sta. 6+34. Actually, the 90° turn should be relocated to approximately Sta.
6 + 54 and the pipe stubbed out 20' west of that.
3. The City would like to suggest that TxDOT be approached about installing the water line in
a different location from approximately Sta. 19+00 to Sta. 23+00. Because of the
drainage features, power poles, trees, etc., it is our opinion that the line would be better
served to be relocated closer to the northbound service road and go over the top of the
existing drainage features. If the line is to remain as currently shown, a 12" valve should
be provided on each side of the water line before it goes under the drainage ditch.
4. An air valve should be provided at approximately Sta. 26 + 50.
5. Blow-offs should be provided at approximately Sta. 21 + 10 and 43 +62.
6. The construction plans for S.H. 121 Business Park show an existing valve at approximately
Sta. 43 + 85. Please verify whether or not that valve exists. If not, there needs to be a
valve added as the new water line is installed.
7. Future Freeport Parkway is proposed at approximately Sta. 40+75. Please insure the
proposed 12" water line is deep enough to avoid relocation in the future when the street is
extended.
8. Additional fire hydrants should be provided at approximately Sta. 19+00, 31+00 and
41+60.
9. Future Royal Lane is proposed at approximately Sta. 23 +00. Please insure the proposed
12" water line is deep enough to avoid relocation in the future.
10. The crossing on Sandy Lake should be bored as opposed to open cut.
There are various other comments throughout the plans that should also be addressed. As you
are aware, this is a fast track project with the need to be installed and in operation by
approximately June 1999. Any help in expediting the changes, notification to utility companies
and permits from TxDOT would be appreciated.

Re: S.H. 121 Water Line
Preliminary Construction Plans
Dear Mr. Gfiffin:
We are enclosing two sets of preliminary construction plans for the S.H. 121 Water Line, from Sandy Lake
Road to Corporate Drive. These plans are approximately 75 percent complete and are for your initial review
and comment.
We have set the alignment of the water line 10-feet inside the easterly right-of-way of S.H. 121. This
alignment is based on discussions we had with Mr. Murray Allen, P.E. of the Texas Department of
Transportation, District 10 office. We have noted on the plans the location of a fiber optic cable recently
installed along this corridor. In some locations the fiber optics cable appears to "wander" within the fight-of-
way and may be in conflict with the alignment we have set. Mr. Allen indicated the fiber optic cable was
scheduled to be constructed within the first 3 feet of the right-of-way. We obviously have some coordination
issues to work out with the fiber optic owner.
Other items not yet resolved:

c) We have located fire hydrants only at the high points on the water line. Will the City prefer air and
vacuum release valves at these locations? Do you want to include additional fire hydrants at this time?
d) We have shown 12-inch line valves near the fire hydrants at the high points. This works out to one line
valve every 1,200 feet or so. Please review and comment.
e) The plans are currently shown to open cut Sandy Lake Road at the S.H. 121 intersection. You may want
to have us bore this crossing.

f) Are we to use the North Central Council of Government Standard Specifications for Public Works
Construction for the project specifications?

After this initial review, we will prepare a second review set which will include the project specifications and
estimated quantifies. We will also forward the plans to the utility companies and prepare the highway permit
at that time. We are available to discuss this project further at your convenience.
