Goodwin and Marshall, Inc. 2405 Mustang Drive Grapevine, TX 76051 RE: Belt Line Trade Center/Lot 1, Block 1 Construction Plan Review Comments Dear Mr. Eckart: The City of Coppell has reviewed the referenced plans and has the following comments to offer: Cover Sheet 1. Add a space between "Belt" and "Line" in the name "Belt I.ine Trade Center". Plat 2. Provide a copy of the executed Separate Instrument document tbr the Sanitary Sewer Easement. 3. Provide 20' x 20' easements in the locations of the DDC's. 4. Provide a Mutual Access Easement to the Shams Real Estate Partners property. 5. Locate the Fire Lane that runs along the northern side of the building closer to the edge of paving in order to reduce the distance to the fire hydrants. Layout and Dimensional Control 6. We have concerns about limitcd access to the adjacent Shams Real Estate Partners property with the median openings constructed as proposed. Provide a Mutual Access Easement, a shared drive approach, or other alternative to allow access to the adjacent site. 7. Provide an island in the trailer storage area and locate the corresponding fire hydrant and any landscaping within it. 8. Provide a copy of the approved permit for the median work in Belt Line Road that lies within the City of Dallas. Grading Plan 9. Is the grading information that bas been provided adequate for construction of the site? Paving Plan 10. The entire fire lane should be constructed of the 8" reinforced concrete pavement. 11. Drive approaches along Belt Line Road should include a minimum 8' band of stamped concrete. Add the stamped concrete to the paving legend. 12. Paving Note 11: refer to the City of Coppell Standard Details for minimum lime stabilization requirements. 13. Paving Note 12: refer to the City of Coppell instead of the City of Grapevine. Storm Drainage Plan 14. Specify' the minimum size of the rock riprap and include filter thbric with the installation to help prevent erosion. 15. Consider installing crushed stone base on top of filter fabric as a sub-base for the headwalls. Water & Wastewater Layout 16. The portion of the proposed 10" water line that runs along Belt Line Road should be considered public and should lie within an easement. The portion of the proposed 8" fire line and the fire hydrants that lie within the private property and that loop around the building should be considered private and should not lie within an easement. Two DDC's should be placed in 20' x 20' easements within the private property in the locations where the 8" private line tees offofthe 10' public line. The DDC in the location shown on the plans is not required. (Refer to the mark-ups on the plans.) 17. Gate valves for isolation are shown, as required, approximately every 500 feet along the 10" public water line. Gate valves should also be shown every 500 feet along the 8" private fire line. 18. Fire hydrants should be located 3'-6' behind the curb or fire lane. Consider moving the fire lane along the northern side of the building toward the edge of paving to reduce the distance between the fire lane and fire hydrants. 19. Install one joint of pipe beyond the 8" x 10' tee located at the northeast corner of the property. 20. Consider tying the 10' water line to the 24" water line further to the northeast, in front of the Building B site. 21. Explain the layout of the fire line that leaves the pump room and re-enters the building in four locations. 22. The proposed public sanitary sewer line should be a minimum of eight inches. 23. A public water line and a public sanitary sewer line exist at the northeastern corner of the Shake and Shingle property. Have you considered obtaining an easement from The Shams property and utilizing these utilities? 24. Include the fire lane on this sheet. 25. Clearly identify all utility easements on this sheet. 26. Correct the directional arrow to reflect north and to match the remainder of the set. Erosion & Sedimentation Control Plan 27. Hay bales are not a preferred method of erosion control. Erosion & Sedimentation Control Details 28. Steel posts, not wooden posts, should be utilized for silt fencing. 29. Remove the Entrenched Bale Dike detail. Paving Details and Miscellaneous Details 30. All details in the construction plans that are included in our Standard Details should be removed from the plans. The only details to be included in these plans are details that are revised and specific to this project. The contractor is required to have a copy of the City of Coppell Standard Details on the job site at all times during construction. (Refer to the mark- ups on the sheets.) Please contact this office to schedule a meeting. We would like to discuss some of the comments included in this letter. Additionally, please make the necessary changes and submit these marked-up plans and two sets of revised plans to the City for review. If you have any questions, don't hesitate to call us.
