Our clicnt, Mr Mike Alexander of Sccurity firc Systems, desires to improve thc configuration of thc
referenced cresting sitc m order to construct new fhcilities Thc site ~s bounded along thc south side by
( ottonwood Creek and thc cast sidc by a drainage way that has been modified upstream by thc construction
of a large dctcntion basin.
Discussion of this prqjcct has bccn ongoing for some time and clarification as the exact requirements for
thc neccssar~ procedure of approval of backfill placcment havc been verbal only. Thc enclosed area flood
plane map indicates that the "fill areas" arc not in thc floodway but in thc 100 year flood plain (scc
attachments) A FEMA reprcscntative has indicated that modifications of a "flood plain" can be approved
bx vou, the FEMA area rcprcsentativc for such matters in thc City of Coppell, but modification of a "flood
wax'" must bc approvcd bv FEMA Our rcquest ~s for a modification of a small area (approximately
i8.000 sq fi) of the "flood plain" adjacent to Cottonwood Creek as indicated by the attached Site
Topographic Survcy. The fill area (approximately 10,500 sq fi.) along thc drainage way on the east side
can be modificd to have no impact on the flood plain
Wc have also attached a Wet Lands Delineation Report prepared b5 KBA EnviroSciencc, Inc. that
addresses permit requirements, etc. for thc project
Wc arc asking that a detcrmmation bc made by thc (?it5' that will not reqmrc an unreasonable expensc to the
properrs~ ox~ncr for development of such a small area and wc will proceed accordingly.
