Texas 75019 214-462-0022 Janu,q~/3, 1994 RE: Escrow Requirements Dear Mr. Kendall: This letter is written as a follow-up to several conversations you have had with Gary Sieb, Taryon Bowman, and myself concerning your escrow requirements if you plat the property located at the southwest intersection of Royal Lane with Thweatt Road. When property is platted, the City requires the construction of the street or in cases where that is not feasible, the payment into escrow of an amount equal to the developer's share of the cost of the improvements. That cost is evaluated periodically and is listed in our Fee Ordinance. Both Thweatt Road and Royal Lane are shown as future C4-D/6 thoroughfares. This requires an escrow payment of $160 per foot of frontage. It is my understanding that you are prop(,3ing to preliminary plat the entire parcel of property and possibly final plat about 8 acres along the southern part or about 5 acres along the northwest corner, generally bounded by Thweatt Road and S.H. 121. Taking each case separately, the following would be the escrow requirements: Final plat the southern 8 acres of the tract adiacent to Royal Lane. This would require the construction of Royal Lane, including any drainage or utilities to the northern boundary of the final plat and then the transition from that point back to the existing two lane section of Royal Lane. Final plat 5 acres in the northwest corner. This would require the payment of escrow for the portion of the property adjacent to Thweatt Road. There would be no escrow requirement for the portion of the property adjacent to S.H. 121. Currently, the City of Coppell is working on a Roadway Impact Fee Ordinance which will take the place of our escrow policy. It is anticipated it will be completed and brought to Council for approval sometime in the spring or summer of 1994. Depending on the status of the platting, this could affect the property in question.
