The purpose of the Hearing is to discuss the proposed reconstruction and widening of approximately two miles of SH 121, from just north of FM 2499 to 0.23 miles west of Business 121 (near Denton Creek). The Hearing will begin with an Open House from 6:00 to 7:00 p.m. Project personnel will be present to answer questions regarding the proposed project at the open house. The formal Public Hearing will begin at 7:00 p.m., followed by a public comment period. The proposed improvements would modify this section of SH 121 from a four-lane divided arterial roadway (two main lanes in each direction) with four frontage road lanes (two in each direction) to a ten-lane freeway (five main lanes in each direction) with six frontage road lanes (three in each direction) and create grade separated interchanges at Grapevine Mills Boulevard/Sandy Lake Road and Freeport Parkway. The typical right-of-way (ROW) width is 490 feet within the project area and the proposed ROW is variable, reaching a maximum width of approximately 730 feet in the vicinity of the proposed entrance/exit ramps north of Sandy Lake Road. Approximately 45 acres of additional ROW are required for the proposed project. No businesses would be relocated; however, the proposed project would potentially require the relocation of one residence. Information concerning the benefits and services for displacees and the Relocation and Assistance Program will be discussed at the Public Hearing. Some of the proposed improvements would occur within the 100-year floodplain; however, the proposed improvements would not increase the base flood elevation to a level that would violate applicable floodplain regulations or ordinances. The environmental document, maps and other drawings showing the proposed project's location and geometric design will be displayed at the Public Hearing. This and other information about the proposed project are on file and available for inspection and copying at TxDOT Dallas District Office located at 4777 East Highway 80, Mesquite, Texas, 75150 and Dallas District Northwest Area Office located at 12000 Greenville Avenue, Dallas, Texas 75243.
