Dear Mr. Smith:
We have received a number of complaints recently from motorists concerning the asphalt
transitions onto the railroad crossing just north of the intersection named above, which was a
TxDOT CMAQ project. There appears to be displacement and settlement of the asphalt to a
degree that drivers cannot traverse the tracks without threat of potentially serious damage to
their vehicles.
The City of Coppell asks for information regarding provisions, under the contract with Gibson
& Associates or TxDOT, that provide for maintenance and repair of this area. In a letter dated
December 20, 2004 we requested several items from you that would have satisfied this request,
unfortunately those items were not received by this office. We need the information in order to
determine whose responsibility it is to repair and/or maintain the railroad crossing in a manner
that will keep it open to the traveling public.
