DR0003-CS060206February 6, 2006 xXxX Xxxx Coppell, Texas 75019 RE: Kaye Street/Cooper Lane Drainage Improvements DR 00-03 Homeowner Input - xxxxxx Dear xxxxxxx: The City-Wide Storm Water Management Study prepared by Albert H. Halff Associates identified and proposed solutions to local drainage problems within the city. The study determined that homeowners along the south side of Kaye Street and the north side of Cooper Lane had a problem with recurring flooding of outbuildings and standing water in their backyards. The area between Kaye Street and Cooper I,ane is relatively flat and the as-designed drainage does not function correctly. The installation of fences, irrigation, and landscaping on the individual lots has added to the drainage problem. The proposed solution is to install drains in the backyards of the lots along the south side of Kaye Street and the north side of Cooper Street. The drains will be connected to a common storm sewer pipe that ties into curb inlets on Cooper Lane. See the attached schematic drawing. Construction of the proposed project will be an inconvenience to the homeowners since it will be in their yards. The city is contacting all of the homeowners to request their input on the following issues related to the proposed project. This information will be used to help us make a decision on whether to design and construct the project. 1. Do you have a drainage problem in yonr backyard that ~vould be corrected by the construction of the proposed project? The city will have to acquire a utility easement from each of the property owners in order to construct the proposed project. See the attached drawing for the approximate location of the easements. Would you be willing to grant the city an easement'? Page 2 The contractor will require access to and from the utility easement and may require additional area outside the utility easement for construction purposes. Would you be willing to grant the City permission for the contractor to enter and work within your property? 4. Do you have any additional comments or concerns about the proposed project?
