Dear Buddy:
Enclosed is a copy of Payment Request No. 4 ("estimate") received
from L. H. Lacy for work performed on the referenced contracts
from June 27, 1989 through July 25, 1989. The beginning date of
the billing period shown on the estimate should be changed
accordingly. This payment request was received in our office on
July 24, 1989.
The amounts requested for water and Sanitary sewer improvements
are unchanged from previous estimates. All sanitary sewer and
water improvements constructed under this contract have been
previously billed to C.I.S.D.
The contractors payment request includes charges for construction
of the top half of all drainage inlets, Items 8, 9, and 10, in
Parkway Boulevard and the High School Access Road. The storm
drain inlets were completed following paving construction.
L. H. Lacy requests payment for all paving improvements under
this contract in estimate number 4. All concrete pavement
construction has been completed, however, results of strength
tests of concrete placed in the north side of Parkway Boulevard
at the High School Access Road indicate that this concrete does
not comply with project specifications. City of Coppell
inspectors are presently investigating this matter.
Item No. 9 under the Paving Improvements, Bermuda Grass in
Medians, which also includes the parkways and other areas
adjacent to the Right-of-Way, is not completed. The contract
provides for payment for this item only after a good growth of
grass is established in these areas. Areas to be grassed were
hydromulched on July 27, 1989.
We recommend the following adjustments to the contractors payment
request number 4.

Deduct charges for apparent deficient concrete placed
on the north side of Parkway Boulevard. The
questionable area is approximately thrity three feet
wide by 87 feet long, or 319 s.y. The City will
require coring and testing of the concrete actually
placed in the street and utilize this information to
decide whether the installed concrete should be removed
and replaced.
2. Deduct charges for Bermuda Grass in Medians.
The following table provides a determination of the current
amount due considering recommended adjustments.

In their estimate, L. H. Lacy indicates that the amount of their
previous estimate, $48,814.89, has not been paid. Recommended
approval of this request was provided in our review letter to Ms.
Vonita White of C.I.S.D. dated June 28, 1989.

The City of Coppell has recently required that additional traffic
buttons be installed in the westbound lanes of Parkway Boulevard
to channelize traffic into the left-turn lane at the High School
Access Road intersection. A design for traffic channelization
was prepared by our firm and approved by the City. L. H. Lacy
has informed us that the additional traffic buttons will cost
$540.30. This will be billed on the next payment request.
The contract completion deadline is August 7, 1989 which is this
Monday. Provision of grass in seeded areas item number 9 under
paving improvements - does not fall under this time constraint.
The contractor should coordinate with the City to resolve the
deficient concrete strength issue and insure that the constructed
roadways are open to traffic no later than August 7, 1989.

Paving Stones across Parkway Boulevard at Denton Tap Road must be
installed in order to open the constructed roadways to traffic.
As of Monday, July 31, 1989, this work had not been performed.
Installation of Paving Stones across Parkway Boulevard at this
location is being provided by the City of Coppell under the
Denton Tap Road improvements contract. By copy of this letter to
Mr. Larry Davis, the City of Coppell is requested to direct their
contractor to install these paving stones as soon as possible in
order that Parkway Boulevard can be opened.
