December 29, 1995 This agenda item is brought forth to request Council approval of the referenced FEMA map revision projects. The three projects are discussed in detail below. The first project is a map revision required for Andrew Brown Park West because the future development includes fill dirt, sidewalk improvements, parking lot improvements, etc. that involve placement of fill into the existing floodplain. Council may recall that several years ago, as we began the development of Andrew Brown Park East, a similar flood study was performed. That study was also performed by Halff and Associates, as a subcontractor to Mesa Design Group. Because they performed the previous study, I have requested that they submit a proposal on this study also. Halff and Associates is one of the leading hydrology firms in this area. They are currently working with Dallas County on several FEMA submittals for the construction of Sandy Lake Road and the bridge over the Elm Fork of the Trinity River. To stay within the guidelines of our Floodplain Ordinance, this study needs to be performed and submitted to FEMA for approval prior to the actual work being performed in Andrew Brown Park West. The second project is the DeForest Road Service Center. While the Service Center might be elevated above the floodplain, it is still shown to be in the floodplain on the official FEMA map because there was not a study submitted to FEMA to remove it from the floodplain when it was constructed. The third project is the current Fire Station #1 which will be converted to the Senior Citizens Center. It is located in a designated floodplain area on the official FEMA map. It is my opinion that this should be evaluated and removed from the floodplain when it is converted to the Senior Citizens Center. I am unsure of the elevation of the existing structure in regards to the elevation of the floodplain, but according to our existing FEMA and topographic maps it should be elevated sufficiently to be out of the floodplain and this should be more of a exercise in correcting the official maps as opposed to doing a full blown reclamation.
