At 10:00 a.m. on Monday, March 5, 1990, the City of Coppell
accepted bids as advertised (see attached advertisement)
for localized drainage improvements for Hill Drive alley
drainage improvement. These improvements will include
removal and replacement of concrete alley pavement, placement
of 18" RCP storm sewer and grate inlets.
Staff recommends approval.

We have set aside $50,000 out of interest surplus in the Street C.I.P fund
for this project. The Council will need to include a $33,300
appropriation in their motion to take care of this contract. The funds
are available at this time.

Dear Mr. Doyle:
Drainage Improvements
Enclosed are bid tabulations for the referenced project. We have
examined the bids and find no irregularities that would disqualify
the Iow bidder, SYB Construction. However, you may wish to
request financial information and references to further qualify the
contractor.
Since there appear to be only minor discounts for the award of
both projects to a single contractor, we recommend that the award
of the Oak Trail project be delayed pending the resolution of the
utility conflicts. However, should you choose to proceed with the
project, we recommend that you choose Alternates 9A and 15A.
For a small increase in cost, the pipe capacity will be significantly
increased.
If you have any questions, please do not hesitate to call.

Following discussion on this item, Councilman Morton moved that the
combined bids for Proposal #0047 be denied. Councilman Smothermon
the motion; motion carried 7-0 with Mayor Pro Tem
and Councilmen Thomas, Morton, Smothermon, Cowman,
and Nelson voting in favor of the motion.
Consideration of awarding and approving a contract for
Hill Drive alley drainage improvements to SYB
Construction Company, the lowest qualified bid received,
for an amount not to exceed $33,290.35, and authorizing
the Mayor to sign after the contract is fully executed
by the contractor and reviewed by staff.
Following discussion on this item, Councilman Morton moved that a
bid in the amount of $33,290.35 be awarded to SYB Construction
Company and authorized the Mayor to sign. Councilman Nelson
the motion; motion carried 7-0 with Mayor Pro Tem
and Councilmen Thomas, Morton, Smothermon, Cowman,
and Nelson voting in favor of the motion.
Consideration of approving the Letter of Agreement with
the NCTCOG; 1988-1990 Coordinated Work Program, common
Vision for Trinity River Corridor; and approval of funds
for NCTCOG's assistance to continue the Collective
Regional Study in the amount of $3,425.00 for FY 88-89;
and $3,560.00 for FY 89-90, and authorizing the mayor to
sign.
Mr. John Promis, representing the North Central Texas Council of
Governments (NCTCOG), was present to discuss this item with the
Council. Following discussion, Councilman Morton moved that the
letter of agreement for the 1988-1990 Coordinated Work Program be
approved as stated in the caption. Councilman Robertson seconded
the motion; motion carried 7-0 with Mayor Pro Tem wilkerson and
Councilmen Thomas, Morton, Smothermon, Cowman, Robertson and Nelson
voting in favor of the motion.

the motion; motion carried 7-0 with Mayor Pro Tem Wilkerson and
Councilmen Thomas, Morton, Smothermon, Cowman, Robertson and Nelson
voting in favor of the motion.
