Public Works 1~ RE: Consideration of approval of an ordinance revising the City of Coppell Thoroughfare Plan to designate Sandy Lake Road as a four-lane divided boulevard (C4D) from Denton Tap to MacArthur Blvd. and authorizing the Mayor to sign. Date: January 10, 1995 The City of Coppell has recently evaluated the roadway system in conjunction with the technical report for the Roadway Impact Fee Study. As part of the study, I requested the consultant to evaluate Sandy Lake Road to determine if the section through the heart of Coppell should be a four or six lane roadway in the future. Council may recall that this road is currently on our Thoroughfare Plan as a C4D/6. This indicates that it is a four-lane divided boulevard in six- lanes of right-of-way. During the public meetings for Sandy Lake, there was substantial discussion as to whether or not this would ever be a six-lane roadway. Because of that discussion, I had the consultant evaluate the roadway from two perspectives: 1) Sandy Lake as a four-lane from MacArthur to the west City Limits and six lanes from MacArthur to the east City Limits; 2) Sandy Lake as a six-lane from the east City Limits to the west City Limits. Both analysis were performed for the year 2010. In an analysis of this nature, you try to evaluate the other roadway systems that will be in place for the year in which you are studying. In this case, the following improvements were included: the S.H. 121 bypass; the improved section of Beltline Road; and the 161 connector from Trinity Mills to I.H. 635. These roadways all have the effect of taking traffic off of the heart of Coppell and moving it to the major highways surrounding Coppell. I also asked the consultant to evaluate Parkway Blvd. as a two-lane undivided collector as opposed to the current four-lane divided. Council may be aware that because of the parking on Parkway Blvd. the road basically functions as a two-lane. Considering all these adjustments to the roadway system, the analysis clearly shows that Sandy Lake Road between Denton Tap and MacArthur Blvd. should be a four-lane divided roadway in the future. However, depending on the final interchange design for S.H. 121, that there may need to be a six-lane roadway between S.H. 121 and Freeport. Because the City is currently only reviewing the section of Sandy Lake Road between Denton Tap and MacArthur my recommendation is to revise the Thoroughfare Plan to designate Sandy Lake Road as a C4D from MacArthur to Denton Tap Roadway. I further recommend that prior to entering into any type of design contract on Sandy Lake Road from Denton Tap west to S.H. 121 that the City reevaluate the roadway configuration at that time to further calibrate traffic volumes and determine the proper street designation. AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, AMENDING THE COPPELL THOROUGHFARE PLAN CODIFIED AT ARTICLE 15-9 OF THE CODE OF ORDINANCES OF THE CITY OF COPPELL, TEXAS TO CHANGE THE ROADWAY CLASSIFICATION OF SANDY LAKE ROAD, BETWEEN DENTON TAP ROAD AND MACARTHUR BOULEVARD, FROM C4D/6 CLASSIFICATION TO C4D; PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABHATY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS: SECTION 1. That the Coppell Thoroughfare Plan as h~retofore adopted and codified at Article 15-9 of the Code of Ordinances of the City of Copl~ll, Texas, be, and the same is hereby, amended by changing the roadway classification of Sandy Lake Road, between Denton Tap Road and MacArthur Boulevard, from C4D/6 to C4D. SECTION 2. That all ordinances and provisions of the Code of Ordinances of the City of Coppell, Texas in conflict with the provisions of this ordinance be, and the same are hereby, repealed, and all other provisions not in conflict with the provisions of this ordinance shall remain in full force and effect. SECTION 3. That should any word, phrase, paragraph, section or portion of this ordinance, or of the Code of Ordinances, as amended hereby, be held to be void or unconstitutional, the same shall not affect the validity of the remaining portions of said ordinance or of the Code of Ordinances, as amended hereby, which shall remain in full force and effect. SECTION 4. That this ordinance shall become effective immediately from and after its passage as the law and charter in such cases provide. I apologize for not having the plots ready - TranPlan has not kept up with the new type of plotters. I will furnish you with plots and a summary. General observation shows that when Sandy Lake is a 6-lane divided throughout the city traffic increases along Sandy Lake, decreases along all parallel facilities. Denton Tap Road increased only between Sandy Lake and S.H. 121 and showed a decrease to the south of Sandy Lake. It is assumed that the more capacity provided along Sandy Lake attracts residential traffic accessing the freeways. You will note that freeways themselves decreased when Sandy Lake was only a 6 LD. Both runs have volumes that do not justify Sandy Lake as a 64ane divided throughout the city. Sincerely, Barbra L.
