Dear Ms. Taylor,
Lawrence Engineering (LE) is pleased to be selected for the construction materials
testing services for the Wagon Wheel Park Drainage Improvements project at
Coppell, Texas. Our scope of services is based on our understanding of the project
plans and project specifications.
In addition to specific information provided, LE has comprised this project fee schedule
based on an estimated duration of the construction period and typical construction
methodology. Therefore, we request that you carefully review the on-site duration and
frequency of testing to compare with your estimated construction schedule. As you
know, our cost is directly dependent upon the time duration and construction
methodology utilized.
Scope of Services
LE proposes to provide the following Construction Materials Testing Services for the
Wagon Wheel Park Drainage Improvements project as required by the construction
drawings and project specifications.
Earthwork - Utility Trench Backfill
LE will provide a soils technician to collect on-site soil samples for proctor compaction
tests of different soil types to be used for the utility trench backfill, Soils technician will
perform inspection of materials being placed and will utilize a nuclear density gauge to
perform in-place density and moisture content test.

Drilled Pier Foundation Installation
Inspection during foundation pier drilling, concrete reinforcement fabrication and
placement, and concrete testing during placement for the structural piers. This task shall
be performed in accordance with the construction drawings and project specifications.
Due to possible difficulties in pier location access and pier casing requirements, LE
estimates the pier drilling operations to required approximately 1 work day to complete
the pier installation. Based on eight-hour work day.
Concrete Placement Inspection
LE will provide a full time concrete technician during concrete placements. This includes
the outfall headwall reconstruction, manhole sections and any other miscellaneous
concrete placements. The project superintendent wild be notified of any discrepancies
noted during visual observation. Concrete samples will be taken at appropriate intervals
as determined by the project specifications. Concrete samples will be tested for
temperature, entrained air content, slump, and compressive strength.
Cost Estimate
Presented on Table I attached is our cost estimate for this project. LE's estimates of
testing quantities are based upon material estimates obtained from the Project
Construction Drawings and assumed accepted industry standards for items not
specified. We believe that our total cost estimate is realistic for this project; however,
this estimate may be increased or decreased depending upon the actual project
progress and the conditions encountered during construction. These are estimates.
Consequently, billings only for services rendered will be based primarily upon the unit
rates presented in Table I.
An invoice for services performed during each month will be sent within the first 10 days
of the following month. Payment for our services will be due within 30 days of receipt of
invoice.
Schedule
Lawrence Engineering is prepared to begin work immediately upon notification to
proceed from the project representative We are prepar~.d to respond to your needs with
due diligence in a timely fashion, as well as establish a level of communication which
facilitates progress.
Acceptance
Lawrence Engineering is committed to, and capable of, providing the required materials
engineering and testing services that are necessary for timely and professional project
performance. LE's engineering technicians are either certified by the American
Concrete Institute and National Institute for Certification in Engineering Technologies
(NICET) or enrolled in certification programs. Lawrence Engineering is regularly
inspected by the Cement and Concrete Reference laboratory (CCRL), is accredited by
American Association of State Highway and Transportation Official (AASTHO), and is
certified by North Central Texas Region Certification Agency as Disadvantage Business
Enterprise (DBE).

1. Overtime and retest confirmation will be invoiced to project General Contractor. (If required)
Overtime rates of 1.5 times the regular hourly rate will be charged for hours worked on the project outside
the normal working hours of 7:00 am to 5:00 pm, over eight hours per day, excluding travel time to and
from the jobsite, Monday through Friday. Services performed on Saturday and Sunday will be billed at
1.5 times the regular rate. Services performed on recognized holidays will be billed at 2.0 times the
regular hourly rate
2. All laboratory test fees are EOB our laboratory; additional charge for sample pickup may apply.
3. Any additional tests will be billed on a hourly rate and charged at the applicable rate, portal to portal,
