Based on an on-site inspection conducted May 1, 2006, it appears numerous loads of fill dirt have been placed at this location. A large portion of this fill may be located within the 100-year floodplam boundary as shown on the current FEMA floodplam map Fill activity within a floodplam without a permit is a violation of City of Coppell Floodplam Management Ordinance X2001-952 The essence of the Floodplam Ordinance requires that a Floodplam Development Permit be obtained for all new construction and development within the floodplam management areas of the City By defimtion provided m the Ordinance, development is "any manmade change to improved or unimproved real estate including but not limited to buildings or other structures, mining, dredging, tillin ,grading, paving, excavation or dnllmg operations located within the floodplam management areas of the City " Fill activity on your property must be done m compliance with the Floodplam Development Ordinance Therefore, by virtue of this letter the Ctty requests the following: 1 All fill activity immediately cease and desist on the subject property. 2 All fill placed m the floodplam be immediately removed 3 A Floodplam Development Permit should be obtained for any proposed fill to be placed m the floodplam on the subject property 2 5 5 P t F2 K ~h' A V # F' (J E U X y 4 7 * C C P P F_" L L T% 7 S n ~a * f C l ~J 7 2 4 F: ~ n D 2~ * F 4 w 4 7 2 3 0 4 3 6 7 3 2 In order to obtain a Floodplam Development Permit, you must supply the City of Coppell Floodplam Administrator with technical data demonstrating that the additional fill m the floodplam will not create an increase m the elevation of the floodplam. The floodplam elevation on the west property line is approximately 477 feet above the mean sea level A surveyor could tie these points down on your lot to give you a better understanding of where the floodplam encroaches onto your lot. Anything below those elevations cannot be filled without a Floodplam Development Permit. Enclosed is a copy of a recent topographic map that shows your property, structure and elevations I have roughly sketched where the floodplam encroaches onto your property As previously stated, any fill placed within the limits of the floodplam, as shown on the enclosed map, should be removed immediately. In addition to the floodplam encroachment, you are filling on top of an 18" sanitary sewer main located within a 30' utility easement.
