Re: Big Cedar Addition
Final Plat & Plans - 4th Review
Dear Ms. Daneshmand:
We have reviewed the revised final plat and construction plans of the Big
Cedar Addition to the City of Coppell prepared by Goodwin and Marshall, Inc.,
for Mathews Investment Southwest, Inc. The final plat and construction plans
have been revised in accordance with the City's previous review comments. We
recommend the plans be released for construction.
A few items still need to be resolved prior to final acceptance of this
addition:

The Harris Road right-of-way abandonment plats and field note
descriptions require minor corrections and a Surveyor's Certificate as
shown on the attached marked up copies. We have discussed these
revisions with Goodwin and Marshall, Inc. and it is our understanding
they are working to make the necessary corrections.
Goodwin and Marshall's November 22, 1991 letter to the City of Coppell
indicates that they are working to prepare a plat and field note
description of the Harris Road (Bethal School Road) right-of-way to be
abandoned along the McDowell tract (south of Big Cedar to Bethal Road).
Once these documents are received and reviewed, the appropriate steps
should be taken by the City to abandon the Harris Road right-of-way as
follows:

a)
Either City Staff or the City Attorney should prepare fee title and
easement documents for execution by the City and the McDowell's
using the plats and field note description prepared by Goodwin and
Marshall, Inc. We are enclosing copies of the right-of-way
abandonment plats marked up to indicate the type of transaction
required and the parties involved. The table below summarizes the
transactions required:

The executed deeds and easements should be filed for record in the
Dallas County Land Records.
c)
A barricade and signage plan for the Harris Road closure should be
submitted by Goodwin and Marshall, Inc. for review and use by the
City.
d)
Harris Road should be abandoned and public access prohibited at the
Bethal Road and Harris Road Intersection prior to beginning
construction of this addition.

We have discussed the need for a landscape and irrigation system plan for
this addition with Goodwin and Marshall. It is our understanding this
will be submitted separately at a later date and will include a sidewalk
detail for access to the park property and a park development plan.
4)
A certified copy of the Homeowner's Association Agreement and By-Laws
should be submitted for your files.
As discussed in our meeting at the project site with you and Richard Wagle of
Goodwin and Marshall, Inc. on November 26, 1991, the off-site drainage north
of this addition is of particular concern. Our field investigation confirmed
that the off-site drainage area divide as shown on the Drainage Area Map

prepared by Goodwin and Marshall, Inc. appears accurate. It is our under-
standing that Goodwin and Marshall is working to revise the lot grading plan
to show a typical section for the lots along the north side of the Big Cedar
Addition which will confrimpositive drainage of the existing lots to the
north.
