Bethel Road -Addendum #3A TranSystems Project No 20000890 Dear Mr Gnffin Please consider this additional fee request for engrneenng services associated with the Bethel Road Project. The additional engrneenng services include changes to the Box Culvert/Channel Plans, an Early Box Culvert/Channel Plans Submittal and a 16" Waterline Extension The additional work is summanzed below First Changes To Box Culvert/Channel Plans. Addendum #l, dated March 31, 2003, included the addition of channel improvements between Freeport and Coppell Road. The channel was to he a concrete line channel as depicted in the October 1, 2003 and November 14, 2003 plan sets In February of 2004, TranSystems was instructed to change the concrete line channel to a gabion lined channel to accommodate the COE permit requirements Changes to the plan set were as follows • Gabron Channel details (Freeport Headwall, Bethel Boxes & Typical Section) • Revised channel cross-sections • Revised the Channel Plan & Profile Sheets • This effort included running an additional HEC 2 run for gabion walls • This effort also required prepanng several exhibits for Loretta Mokry at Allen Plummer which included gabion channel details, channel plan & profile sheets and quantities information Second Changes To Box Culvert/Channel Plans. Following the submittal of the 90°Io Plan Set, dated March 18, 2004, which included a gabion lined channel, TranSystems was asked to remove the gabrons and the 4-5'x10' box culverts at Bethel Road. Changes to the plan set included • Revised plan set to remove the channel plan & profile sheets downstream of Freeport • Addition of a detail showing how the box culvert openings at the Freeport headwall were to be covered/blocked so that storm water flow would exit the headwall structure within the existing channel This also included an additional detail of 2'x2' equalization openings to allow storm water in the adjoining blocked boxes to get to the open boxes 4~n s ~~ Third Changes To Box Culvert/Channel Plans Following the submittal of the Final Review Plan Set, dated November 2004, TranSystems was asked to put the gabions and the 4-5'x10' box culverts at Bethel Road back into the plan set, but dust down to Sta. 34+50 This change was made following notice from the COE that stream G-1 from Freeport to Bethel was not jurisdictional, and a permit could soon be acquired for the 4- 5'x10' box culverts at Bethel and the gabron lining for 350 feet past the box culverts Changes to the plan set included. • Revised plan set to add the channel plan & profile sheets back EarlYBox Culvert/Channel Plans. Following receipt of City comments on the Nov 2004 Final Review Set, dated May 2, 2005, TranSystems was called to a meeting at the City (July 14, 2005) where they were asked to prepare an early drainage plan set. The early drainage plan set was to include the box culverts from Sta. 19+00 to the headwall at Freeport, plus the gabion lined channel down to Sta. 29+00 (later revised to Sta. 26+00) The effort put forth for the early drainage plan set included. • Revrsed channel plan and profile sheets to accommodate both horizontal and vertical channel adjustments Horizontal realignment from Sta. 21+00 to Sta. 25+00 (shifted channel 5' to the north) Vertical realignment to accommodate 12" sanitary sewer line at Bethel Road. • Water line realignment/lowering between channel stations 27+90 73 (30 06 R) and 29+79 42 (26 46 L) Included water line plan and profile sheet • Revrsed channel cross-sections to match new vertical alignment and revised cut/fill quantity sheet • Revised detail sheet to include steel plate blocking 3-5'x10' box culvert openings at 19+50 and 21+75 Deleted 2'x2' equalization openings at 21+50 +/- that were previously required to allow storm water to exit into the existing channel • Added gabion penetration details for RCP & flume • Revised cover sheet and general notes Additional En~meering Services For Waterline Extension • Add addrtiunal Vb'ater & Sewer Sheet fur extensiu-r of prupused 16" waterline from Sta. 17+74 to Sta. 7+00 Below is the summary of the costs associated with the additional tasks Also, attached please find a spreadsheet with a breakdown by task of the hours and cost to perform the work. The additional engineering services include engineering design and plan preparation for a traffic signal at the intersection of Bethel Road and Freeport Parkway The additional work is summarized below The project will consist of the following activities • 'Traffic signal plans will be developeu and included m the construction plans "Roadway & Drainage Improvements for Bethel Road I from City Limit line to Freeport Parkway" • Existing specifications and standards previously supplied by the City for the signal desrgn at Bethel Road and Royal Lane will be used for the signal design at Freeport Parkway • City will provide any approach counts, turning movement counts, capacity analyses, and traffic accident data if required. • The intersection will be designed to accommodate existing or future pedestnan activities, including sidewalk ramps, crosswalks, push buttons, and pedestnan heads as requested by the City • The following items will not be requtred by Engineer, due to inclusion in the plans and contract documents "Roadway & Drainage Improvements for Bethel Road I, City Limn line to Freeport Parkway" o Cover sheet o Estimate summary sheet o General notes sheet o Standard detail sheets • The base plan sheets for signal plans will be created from the current plans "Roadway & Drainage Improvements for Bethel Road I, City limits line to Freeport Parkway" • Develop construction plan sheets including o Traffic Signal Design Sheet showing existing utilities, proposed traffic signal poles and mastarms, pedestnan signal poles, pedestnan signals, controllers, signal ~~ _ heads, street lights, detector loops or other detectors, conduit ground boxes, power sources, cable television connections, wrong diagrams, pavement markings, signal phasing plan, hazard identification beacons, Opticom phase selectors, and all other items required for the complete construction of the signals o Signing & Markings sheet showing existing signs, proposed signs, existing striping, and proposed striping o Sidewalk Ramp Sheet showing existing and proposed sidewalks and ramps The Engineer shall be compensated a fee not to exceed $7,000 00 for the project Attachment "D" Revised CA Scope March 6, 2006 Mr Ken Griffin, P.E City of Coppell 255 Parkway Coppell, Texas 75019 RE Bethel Road - Addendums #3A & #3B and revised Construction Phase Services TranSystems Project No 20000890 Dear Mr Griffin Subsequent to our meeting on February 23, 2006, TranSystems has reviewed the construction phase scope of services currently in our contract.
