(972) 960-4480) if there are any questions or additions necessary All comments must be received by November 30, 2005 in order to be included in the final summary INTRODUCTION Curtis Hanan (TxDOT-Fort Worth) opened the meeting by welcoming the committee members and then asked everyone to introduce themselves The purpose of the meeting was to update the committee where the project is at now and to inform that the traffic projections have been revised and approved. Phil Ullman later discussed the Study Team Base plan and showed the basic differences of the Study Team Base plan and the Modified Access Plan and the impact the traffic volume has on each. TRAFFIC VOLUME PROJECTIONS Curtis reviewed the process of finalizing the traffic volume projections TxDOT Transportation Planning and Programming (TP&P) Division has been working for the last 6 years with the North Central Council of Governments (NCTCOG) in order to develop traffic volume projections for the corridor which conformed to TxDOT and North. Central Texas Council of Governments different methodologies State law requires TxDOT design based upon TxDOT's TP&P Dlvislon's traffic projections but federal clean air conformity is based upon NCTCOG traffic protections To enhance the difficulties in developing traffic projections, the NCTCOG regional model year has changed from 2020 to 2025 and regional population and employment projections for the region in 2025 were revised upward approximately 25% in the 2004 update over 2001 projections for the design year 2025 due to refined census data and regional growth. In addition to traffic projections to the current corridor plan, a traffic projection for a Modified Access Plan which includes some adjustments to the location of ramps throughout the project area was developed A traffic engineering consultant (Wilbur Smith and Associates) was hired by TxDOT to develop traffic projections which are acceptable to both TP&P and NCTCOG Both TP&P Division and NCTCOG have approved the traffic projections. Copies of the projections and summary maps were presented at the meeting. Phil then summarized the evaluations currently being developed for the Study Team Base plan and the Modified Access Plan. A behavioral traffic modeling software (VISSIM) will be utilized to analyze the plans due to the extensive weaving and decisions points throughout the corridor He went through and highlighted the basic differences between the two plans. The changes to Page 1 of 3 the Modified Access Plan in the last 6 months include addition of fly-over ramps at FM 1709, providing fly-over ramps to SH 26 on the west side of SH 114 and providing ramps to Sandy Lake Drive from the south along SH 121 braided with the SH 26 entrance ramp SCHEDULE Phil concluded the presentation with a brief list of upcoming milestones, including a public meeting m February 2006 and public hearing late 2006, schematic developments, agency review of schematics, and a FONSI scheduled for early 2007 The Technical meeting was then adjourned officially However, members stayed behind to discuss the traffic issue and other issues pertinent to their interest independently Representatives from each entity was given a schedule of the project and traffic projections for the Study Team Base plan and the Modified Access Plan.
