MEMORANDUM

SUBJECT: Coppell Road Construction

In communicating with thc City of Coppell, it was brought to our attention that there are still
outstanding items that are holding up the completion of Coppcll Road. The City and Freese and
Nichols, Inc., decided it would be best to make you and your company aware of the items and
situations that were of concern to us.
We felt it was most important to make you aware that time is continuing to be counted for the
completion of this project. As of the last pay estimate (No. 13) that was received, the total
number of work days for the p~oject was 292. As of the date of this Memo, the total number of
days comes to approximately 399. This may be slightly different due to work stoppages for the
time it took the City and FNI to create punch lists, or differing holidays, but this is a good
estimate of time being counted on this job. Also, the City of Coppell or FN! has not received a
pay estimate since the previous mentioned Pay Estimate No. 13, which was for the month of
October, We are all concerned about the time and lack of recent pay estimates for the project.
Another issues that the City feels is not totally complete is the sodding and seeding portion of the
contract. One area of concern is in the vicinity of the electric substation, where the lack of
growth and coverage is causing the dirt to be washed away because of the recent rains. This area
· needs to have sufficient growth established to stabilize the earth and prevent it from eroding and
washing away. There are also gaps in the sodding along the whole project that the City feels
needs to be corrected and properly sodded to ensure the quality and growth of the grasses.
The pedestrian railing of the project is still not completed to the contract specifications, too. The
rails should be painted green as specified in Pay Item 1b-36, which has been discussed with Gary
Pryor. This issue was discussed many times, but no action has been taken to correct it in the
field. The railing still has the raw galvanized finish.
It also seems that none of the items that were sent to your company concerning the landscape and
irrigation problems have been addressed. Some things that were mentioned were the irrigation
near the channel on the east side of the road, and the metal flashing around some of the existing
landscaping areas that were disrupted during construction. We feel these items fall under the

repair and replacement of areas disturbed during construction.

any of these issues, or any other concerns your company may have on this project. I think all
parties involved in this project would like to bring this to completion and resolve any outstanding
issues as soon as possible.
