Subsequent to the meeting, the applicant requested that the item be removed from the City Council agenda in order to increase the proposed expansion to 27,200 square feet. TRANSPORTATION Lakeshore Drive is a concrete street with a 41 -foot pavement width within a 60 -foot right -of -way Crestside Drive is a concrete street with a 37 -foot pavement width within a 60 -foot right -of -way. The reduction in Item # 4 Page 2 of 3 parking will not bring the site out of conformance with our parking regulations The uses are now being classified as 33,900- square feet of computer area and 63,652- square feet office area, bringing the required parking to 210 spaces The proposed elevations will match the existing structure, the majority being a reddish -brown "Park Rose" with a band of dark brown "Ironstone" with cast stone star accents and windows throughout There are a total of 28 new trees being added to the site Twelve Redbud ornamentals are being added within the 13 -foot TP &L easement on the south property line The remaining trees are over -story and have been added throughout the site to meet the tree requirements of the Landscape section of the Zoning Ordinance All and all, staff is in support of the building addition, the fire lane shift and landscaping modification and has only minor changes to be made (listed as conditions of approval) RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION Staff is recommending APPROVAL of this request, subject to the following conditions 1) The new addition shall be designed using brick with steel framework adjacent to fire lane, so that any potential wall failure during fire conditions will minimize chance of failure into collapse zone 2) A tree removal permit will be required prior to start of construction. 3) Contact Jeff Curry at 972- 888 -1330 to discuss electric load requirements 4) Remove bold line on the southwest section of the site and show all existing bollards 5) The floor area ratio should read 377 to 1 6) Verify all required /provided tree calculations for each landscaping category (Perimeter, Non - T H E C I T Y O F COPPELL E I � Agency Planning Department T H E C 1 T Y O F CITY OF COPPELL COPPELL DRC REPORT y J 9 0 I 9 Reviewed By Review Date Comments Marcie Diamond 4/26/2006 Plat: 1 Correct the title block on both sheets to Lots 1 R1 and 1R2 2 Make new property line between the two lots thicker, it's hard to locate and /or provide a detail to illustrate how the new property line, and new private utility easement overlap the existing fire lane and water easements 3 Correct the vicinity map on both sheets to reflect Freeport Parkway, instead of State Road 4 Remove the Volume and Page box and notations (blank lines) on both sheets, Dallas County is using an new filing /recording system. 5 Correct the Owner's Certificate (metes and bounds description) to describe this property, instead of a property in the Freeport-Duke Addition 6 Correct the Lot numbers to Lots 1 R1 and 1 R2 in the Owner's Dedication and the City Secretary's Signature block. 7 Page 2, Notes Correct the basis for the bearing system used for this plat. 8 Verify the square footage of each lot, as they do not total the square footage of the original lot, or the two lots added together Landscape Plan As previously stated, after replatted, Lot 1 R2 needs to be in compliance with all provisions of the Landscape Ordinance, because Lot 1 R1 (the Citi financial lot) has been placed under a PD to address the parking and landscape issues This PD is scheduled (again) to be heard on May 9th LOT 1 R2 (the southern lot) 1 Need to indicate new lot line on Lot 1 R2, and verify the number of location of trees on the respective lots, indicating the required 10 feet of perimeter landscaping on each side of the lot, and revise perimeter calculations accordingly 2. Need to verify that the existing trees, shrubs and landscaped areas are as was proposed in the approved landscape plan 3 Comparing the landscape calculations from the approved (1997) landscape plan for Lot 1R2 and the revised calculations submitted with this request: How did the size of the parking area increase by 58,952 square feet? There are also inconsistencies with the lot areas exclusive of building, whereas, the approved landscape plan indicates 386,190 scl ft., revised plan 381,711 sq ft. and as calculated, utilizing the replatted lot area (678,541), minus the approved building area (297,902) equals 380,639 square feet. Once the area figures are corrected, please adjust all applicable landscape calculations
