On May 2, 2006 the CIty of Coppell receIved and opened two bIds for the mstallatIon of traffic SIgnals at the mtersectIons of Belt Lme Road at MacArthur Boulevard and MacArthur Boulevard at Bethel School Road Letters were sent to eIght contractors mVItmg them to bId and four sets of plans were pIcked up Two bIds were receIved WIth a low bId of $298,042 00. ThIS project conSIsts of the replacement of the eXIstmg SIgnal at Belt Lme Road and MacArthur Boulevard and mstallatIOn of a new SIgnal at the mtersectIon of MacArthur Boulevard and Bethel School Road. See the attached exhibIt for addItIonal mformatIon on the locatIOn ofthe project. The SIgnal at the mtersectIon of Belt Lme Road and MacArthur Boulevard has reached the end of ItS deSIgn lIfe cycle ThIS SIgnal was IdentIfied for replacement m the CIty of Coppell Infrastructure Mamtenance Fund schedule. Both electncIty and mamtenance costs assocIated WIth thIS SIgnal are hIgher than any other SIgnal WIthin the CIty of Coppell. Some of the Improvements slated for thIS mtersectIOn mclude replacmg the mcandescent bulbs WIth more effiCIent LED lIghts, removmg the troublesome loop detectors and mstallmg a VIdeo based detectIOn system, removmg the left turn SIgnals from the medIan noses, and placmg them on a new, longer mast arm, AddItIonal enhancements also mclude mstallatIOn of Illummated street SIgnS. The mtersectIOn of MacArthur Boulevard at Bethel School Road IS m need of a traffic SIgnal. The Engmeenng Department conducted a traffic study and determmed that the warrants as set forth m the Texas Manual on Umform Traffic Control DeVIces (TMUTCD) were met for the mstallatIOn of a SIgnal at thIS mtersectIOn. WIth the recent constructIOn of Bethel School Court and the townhomes along It, the traffic at thIS mtersectIOn has mcreased. ThIS SIgnal wIll also use LED lamps and have VIdeo detectIon. ThIS SIgnal WIll not be fitted WIth Illummated street SIgns The Illummated SIgns were mtended to be used at mtersectIons of two major roadways. ThIS SIgnal mstallatIOn WIll be paId for through CIP funds. The low bIdder on the proJect was Roadway SolutIOns, Inc., of Carrollton, Texas, wIth a bId amount of$298,042 00 ThIS bId was for the mstallatIon of the sIgnals at both mtersectIOns. The low bIdder bId 275 calendar days to complete the proJect. The second bIdder bId 112 calendar days to complete the proJect. I spoke wIth the low bIdder concernmg the large dIfference m days bId and he mdIcated that he was concerned that we would not authonze hIm to proceed wIth both sIgnals at the same tIme, so he bId hIS tIme so he could complete them consecutIvely rather than concurrently He has supplIed me a letter (attached herewIth) mdIcatmg that If awarded the two proJects and allowed to work concurrently he would complete the Job m 188 days. The EngmeerIng Department desIgned thIS proJect m-house, and our estImate of cost was $317,26525 for the mstallatIOn. We antICIpated completIOn would take approxImately 120 calendar days Staff recommends award of the contract for the mstallatIon of traffic SIgnals at A) Belt Lme Road and MacArthur Boulevard and B) MacArthur Boulevard and Bethel School to Roadway SolutIons, Inc , m an amount of $298,042.00, WIth an estImated completIon time of 188 calendar days. The Scope of Work 1S generally as follows ThIs work shan consist of the installation of two traffic signals. TR03-01 (A) consIsts of the removal and replacement of the eXIsting traffic signal at the intersectlon of Belt Lme Road and MacArthur Boulevard. "TR03~Ol (B) consIsts of the mstallatlon of a new traffic signal at the Installation of MacArthur "Boulevard and Bethel School Road/Court. The work at both of these installations shall Include all components necessary for the "turn key" constructIon of the traffic sIgnals as shown in the plans, including but not limited to' signals/SIgnal heads; controllers and cabinets.
