This memorandum is in response to your handwritten memo dated 1/21/89.
It appears there is some confusion. I have difficulty following the
memo referenced. The concern in regard to the facility is whether
or not we should allow infrastructure to be developed which is
inconsistant with the Subdivision Ordinance and how it will affect
other developments in the area that may be supported with those
improvements installed under this project.

The concern you've listed on page 2, paragraph 1 is not relevant to
the Health Care Center and would not occur if construction plans follow
the DRC process until final approval is made. DRC is short for
Development Review Committee, therefore it should pertain to more
than just platting and zoning. Loose ended projects will have to
be addressed methodically and concisely over a length of time. Public
Works is supportive of any process which would facilitate more
efficiently such items as addressed in this paragraph, but cannot
do that if it will jeopardize the functional areas that representatives
of DRC are responsible for.
Public Works DRC representatives are division supervisors whose
responsibilities extend far beyond the DRC process. Therefore, it
is imperative that your staff ensures meetings are scheduled as far
in advance as reasonably possible, that those meetings are provided
with an agenda, and as requested by Public Works DRC representatives,
minutes of the meeting be taken, prepared and disseminated to each
DRC representative prior to the next meeting. (Maybe at our next
luncheon we can discuss the overall DRC process).
I very much enjoyed our lunch last Wednesday and I am pleased that
you agree we should have lunch frequentiy. If your schedule will allow,
