T H E - C I T Y O F COPPELL j Z' _ p June 29, 2006 Erika Cooper, P.E. Project Manager Turner, Collie & Braden, Inc. 17300 Dallas Parkway, Suite 1010 Dallas, TX 75248 Re: Sandy Lake Road Lift Stations Improvements Project # SS 99 -01 Dear Ms. Cooper: This letter is written in response to your June 2 nd and June 21 S ` , 2006 letters concerning unit heaters at the Sandy Lake Rd. Lift Station. Based on your June 2nd letter, my understanding of the situation is that the construction plans showed 240 volt unit heaters to be installed, however the electrical drawings showed the power for the heaters to be 480 volt. There were five heaters originally designed for the Sandy Lake Rd. Lift Station. Because of the error in specifying 240 volt heaters for 480 volt electrical power, the City has reevaluated the need for five heaters at the Sandy Lake Rd. Lift Station. Based on that reevaluation, it is our opinion that the lift station can function properly with only two heaters. However, those two heaters do need to be reconfigured to 480 volt heaters. Your June 21" letter to Charles Ferrara, with Can-Fer Construction Company, requesting pricing for removing the three heaters that have already been installed, sending off and reconfiguring two heaters to be 480 volt and then reinstalling the two reconfigured heaters. Based on your initial investigation of the cost to reconfigure the heaters, it is conceivable that the overall cost to perform this change will be in the range of $4,000 to $5,000, if not more. Because this error came about as a result of the design, it is the City of Coppell's opinion that TC &B should be responsible for the additional cost to the city to remove, reconfigure and reinstall the heaters. Once a firm price has been received from Can -Fer Cnnstn, ction Company, we need to discuss TC &B's position on reimbursing the city for the cost. If you should have any questions please feel free to contact me at your convenience. Sincerely, Kenneth M. riffm P.E. We have talked to the heater supplier and they are unable to exchange the 240 volt units for the 480 volt units or offer any sort of a refund because the 240 volt units were custom units and that design has been phased out and replaced with a new design However, the supplier has contacted the heater manufacturer and the 240 volt heaters can be reconfigured to 480 volt units This will require shipping the heaters to the factory and some labor for a total cost of approximately $8,000 for the five heaters The turnaround time for this would be approximately one month We also looked at the possibility of purchasing new heaters, however, the cost for new heaters would be about $15 000 to $16,000 and the lead time on the new heaters is also approximately one month Please feel free to contact me at 972 -735 -3056 if you have any questions or need any additional Information Once you have had an opportunity to review this information, we can discuss how we need to proceed on this matter Sincerely, Erika K Coiper, f' E Project Manager ekc L:, i_ Tz — Ld Mr Ken Griffin, City of Coppell Mr Glenn Hollowell, City of Coppell
