HalffAssociates arrived on site at approximately 10:30 am on December 15 to discuss construction,
landscaping, and inspection issues. The meeting began approximately at 10:30 am and concluded at
approximately 11:15 am. During this time discussions about construction, landscaping, and inspection
issues were held; however, not all attendees were present for all discussions.

II. Issues Discussed
Item Action Description
4.1 info According to Ken Griffin, City Engineer, the barricade/sign scheme on Freeport
Parkway and Southwest~ is dangerous and confusing. Furthermore, the City
says that either asphalt or concrete will be put over the temporary paving today.
4.2 Wright/Sutton Sutton has ordered asphalt and has agreed that they will install it on the east side
of Freeport Parkway as the west side is blocked and being excavated. This will
require having on one lane in operation while the asphalt is being installed and 2
flagmen to direct traffic. Sutton has agreed to add more barrels between the 2- '~
way traffic on the east side of Freeport Parkway, add a 2-way traffic sign on the
north bound side, and remove or relocate the left turn only sign on the south
bound side at the intersection.
4.3 Wright Wright Construction still needs to do dirt work to bring trench over 60" RCP up
to grade, grading around each of the headwalls, and grading over the 54" RCP
for the paving. The grading over the 54" RCP will be done within the next
week. The grading over the 60" RCP and around the headwalls, and the paving
at 1-635 and Freeport Parkway will be done after the holidays.
4.4 Sutton Sutton will be finished excavating the west side of Freeport Parkway today.
They will prepare the cement treated base on 12/16/98. They will pour the
concrete on 12/17/98. They will remove the barricades on 12/24/98 which will
open all 4 lanes for the Holidays.
200 CY of dirt f~om the stock pile to be dumped at the sign locations at 1-635
and Freeport Parkway. The bore pits have been completed. Within the next
week, LDC will complete the bores, haul dirt to sign locations, begin grading of
dirt at sign locations, and get tree samples planted. Sample plants will be

available for Brian Bristow's approval this week. The contractor on the Lucent
site has removed the silt fence and is grading the south side of the creek.
4.6 LDC LDC will be invoicing by December 25, 1998. LDC must include rain days
with the invoice. LDC stated that they will incIude rain days for November and
December on this invoice.
4.7 LDC LDC will be completed with the project during the month of February.
4.8 LDC LDC will have 4 sets of shop drawings of the signs to Brian Bristow tomorrow.
