Halff Associates arrived on site at approximately 10:30 am on November 3 for
construction observation. At the 60" RCP site at Fritz Drive and Freeport Parkway,
nothing new has occurred since the October 30 observation. At the 8'x 5' box culvert
site, the box has been installed from the downstream end to 60 or 70 feet from Freeport
Parkway. Most of the sections that have been installed have also been backfilled with
native material and compacted. The small backhoe was excavating at Freeport Parkway
around the existing utilities. On the east side of Freeport, telephone conduit, a water line,
and a gas line were exposed. The telephone conduit is directly above the water line. On
the west side of Freeport, telephone conduits were exposed. The dozer was spreading
native backfill over already installed box culvert sections to bring the alignment up to
existing ground elevations. Surveyor's equipment was set up on site. Three City workers
were attempting to turn off the water through the exposed water line at Freeport Parkway.

HalffAssociates arrived on site at approximately 4:00 pm on November 5 for
construction observation. At the 60" RCP site at Fritz Drive and Freeport Parkway,
nothing new has occurred since the October 30 observation. At the 8'x 5' box culvert
~ site, the box has been installed from the downstream end to the gas line just east of
Freeport Parkway. Most of the sections that have been installed have also been backfilled
with native material and compacted. The small backhoe was excavating at Freeport
.~ .. Parkway around the existing utilities. The water line had akeady been lowered. The 2
bends where the lowered water line connect to the existing water line were exposed. A

~ concrete truck arrived on site and dumped concrete around these bends. Two crew
~ members were spreading the concrete around the water line with shovels. A sheep's foot
roller was compacting native backfill over the sections that have already been placed.
'* The traffic control plan is in place and functioning properly, According to Troy, the on-
site Forman, the water has been shut offsince Tuesday and will remain offuntil the box
~ has been installed past the lowered water line. Surveyor's equipment was set up on site.
