wIth 288 Frceport ParkVv ay I11cluded wIth thIS letter, I havc provIded four exhIbIts and a
photocopy of the offiCIal Flood Insurance Rate Map forthIS portIOn of the City of Coppell
Our telephone conversatIon centered around two Issues I) hoVv much nght-of-way wlll the CIty of
Coppell reqUIre for the future expanSIon of Freeport Park \\ ay; and 2) hoVv much of the property IS
m the Ooodplam and \\ hat are the reqUIrements for reconstruetmg the property If It was damaged
To ans\\ er the first questIOn concernmg the amount of nght-of-\\ay necessary for the future
expansIOn of Freeport Park\\ay, I looked at the portIOn of Freeport Parkway that IS constructed
south hy \\'agon \Vheel Park and the portIOn of Freeport Parkway that IS constructed north by Oak
Bend SubdIVISIon. WIthout ha\'lng an actual deSIgn on the project It IS dIfficult to ascertain the
amount of nght-of-way needed But USing thIS approach gI\ es me an Idea of how much nght-of-
\\ ay \\ III he needed In the future If the portIon of Freeport Park\\ a) constructed north, adjacent to
the Oak Bend SubdIVISIOn \\ as cxtended m a straight lme south, as represented by the blue line on
ExhIbIts I and 2, then approxImately .35 feet \\ould be needed for the future wldenmg of Freeport
Park way If the p0l1IOn of Freeport Park\\ ay constructed south hy Wagon Wheel Park, \\ as
extended to the north m a straight 11l1c, as shown by the green Ill1e on ExhibIts I and 2. then
approximately 55 feet would be needed for the future \\ Idenll1g of Freeport Parkv.ay It IS
nnportant to note that both the .35 feet and the 'is feet dIstances needed for the wldenmg of Freeport
Parkway are only cstlmates at thIS tune Dunng the actual deSIgn of Freeport Parkway there \vIll be
consIderatIOn gIven to the eXIstmg structures on the east SIde of Freeport Parkway and also
conSIderatIon on how best to cross Cottonwood ( reek \\'Ith a bndge ThIS could Impact the amount
of nght-of-way needed.

The second part of the questIon concerns floodp lam 1 \\ as some\'v hat concerned reVleWll1g thIs
property m relatIOnshIp to the eXlstll1g floodplam assoCIated wIth Cottonwood Creek. On ExhIbIt
~ I ha\ e shown 288 Freeport Park\\ ay wIth the eXlstmg Ooodplam from the offiCial Flood
Insurance Rate Map # 48I13COl~5 J, effectIve date IS August 23,2001 (copy enclosed) That map
shows approxImately 850;~ of this property lIes wIthm the floodplall1 Also, wlthll1 that 85% m the
floodplall1 IS the mall1 structure on the property On ExhIbIt 3, the floodplall1 IS shown ll1 a red
crosshatch and the property out of the floodplall1 IS shown m a grcen crosshatch. The eXlstmg
structure lIes almost entIrely W Ithm the eXlstll1g floodplam
It IS Important to note that If thIS property were damaged to an extent greater than 50% of ItS value,
It could not be reconstructed ll1 ItS current locatIOn wIthout extenSl\ e flood studIes and potentIal
reclamatIon of property By ordll1ance, If a property suffers substantIal damage of greater than 50%
of ItS value, an)1hmg rebuIlt must be rebUIlt to be m complIance w1th the cIty's current floodplam
ordmance Our current floodplam ordll1ance reqUIres that a structure be elevated at least 2 feet
above the IOO-year floodplam. Also, our ordmance does not allow any fill, structure, fence, etc to
be placed wlthll1 a floodplall1 wIthout a detaIled techmcal study showmg the effect of that
encroachment m the floodplam on adjacent propertIes If you suffered substantIal damage to the
house at 288 Freeport Parkway and chose to rehUIld It and the placement of any fill raIsed the water
surface m Cottonwood Creek, then we would not allo\\ the fill to be placed on 288 Freeport
Parkway
Based on some elevatIon mfonnatlOn m the CIty'S GIS database, It appears that the eXlstmg structure
IS at an elevatIOn of approXImately 488 feet abo\ e the Mean Sea Le\ el However, as shown on the
enclosed floodplam map, the IOO-year floodplam elevatIon ll1 thIS area IS approxImately 490 5
Therefore, to reconstruct a house at thIS locatIOn that had been substantIally damaged more than
5000 of ItS value would reqUIre a mll1ll11Um elevatIon of 492 5 above the Mean Sea Level. ThIS
means approxImately 4 to 5 feet of fill \\ould be needed on thIS SIte pnor to reconstructll1g a house
that had been substantIally damaged more than 500/0 of Its value ExhibIt 3 shows that
approxImately 6,500 square feet of the property lIes outSIde the floodplall1, however, on ExhibIt 4,
once the CIty obtall1s nght-of-way for Frceport Parkway, assumll1g that only 35 feet IS needed, only
2.680 square feet of the eXlstll1g propeI1y at 288 Freeport Park\vay vvould lIe outSIde the floodplall1
\Vlth setback reqUIrements, It IS unlIkely that a new structure could be constructed outSIde the
floodplall1 once the CIty acqUIrcs the necessary rIght-of-way for Freeport ParkVvay wldemng
