Construction Plan Review Comments
Dear Mr Alturk
The City of Coppell has reviewed the initial plans submitted for the referenced project and has
the following comments to offer
1 There are outstanding City Council conditions to approval, the main one being providing the
City of Coppell a copy of the executed DFW Airport lease agreement for the space that falls
on airport property No permits for construction of this development will be issued until that
document is provided to the City
Plat:
2 The plat document should include the 20' x 20' minimum utility easement for the vault for
the fire service to the building
3 Please provide current names for the utility company signature blocks
4 If the fire hydrant proposed under the offsite water line plan is required to be onsite it will
need to be within a 20' easement. If it is in the right -of -way, no easement is required
Coordinate the location of the hydrant to be 3' -6' off the fire lane
Plans:
5 Drainage Area A - concentration and discharge of storm water to the TxDOT right -of -way
will require review and approval from TxDOT
6 Utility Plan — there should be a tee & -valve in the connection to the offsite 12 -inch water
line
7 The fire hydrant at the end of the water line should be 3' -6' off the fire lane, this may require
dedication of a minimum 20' wide utility easement to encompass the fire hydrant
8 Ensure all utility lines on the sheet are labeled.
9 The FDC shall be within 50' of the fire hydrant.

10 The onsrte sewerage disposal system will need to be permitted through the City of Coppell's
Environmental Health Department and the Texas Commission on Environmental Quality
1 I Paving Plan — please provide a copy of the geotechmcal report referenced to the paving
requirements City of Coppell generally requires the use of lime stabilization under paving
You may submit a letter requesting a waiver to this standard, our minimum is one -inch
concrete substitution.
Any forward movement of this project will require the necessary documents to be submitted -
see Comment 1, Comment 5 and Comment 10
Please make the necessary changes to this set of plans and submit the marked -up plans and
two sets of revised plans to the City for review If you have any questions, please contact this

Dear Mr Alturk
The City of Coppell has reviewed the plans submitted for the offsite waterline to serve the
Victron Stores Addition site and has the following comments to offer
1 The cover sheet should reference the `Victron Stores Addition " If you wish to continue to
keep the water line as a separate set of plans, please reference the platted site name and
- offsite water line" in the title
2 The vicinity map for the proposed offsite water line does not include the work area north of
the site for the water line construction.
3 The set should include a final plat of the referenced addition.
4 The set should bear the signature and date of the engineer on the seal submitted on all sheets
5 All sheets should reference Victron Stores Addition, rather than "proposed C -Store "
6 Note Number 6 under General Utility Installation references the utility agency providing
competent inspectors and supervisors. The City of Coppell will not provide full time
supervision, nor will we have an inspector onsite at all times Contractor will be required to
provide competent supervision If TxDOT requires a competent full time inspector present
for the duration of the project, that will need to be discussed in some detail It is possible that
the contractor will need to employ a private inspector for that purpose
7 The water layout plan needs additional labels for clarification - see mark -ups for locations
and streets that need to be identified
8 There is some discrepancy in whether Gateway Blvd is in the TxDOT right -of -way or not. It
appears from the drawing that it is however, Gateway Blvd. is a City of Coppell street, rather
than a frontage road as the plans indicate
9 Minimum wall thickness on the casing pipe is 3/8" and shall be steel casing.
10 Maximum valve spacing along the proposed water line is 500', please provide additional
vales as indicated in the mark -ups
1 1 Fire hydrant locations - the one closest to the driveway of the site should be modified to be
within 3 -6 feet of the driveway fire lane
12 Include the tee, valve, and stub for the connection to the site for the fire line on this set.

13 Traffic control plan — no closure or encroachment to the lanes in Royal Lane or Gateway
Blvd shall take place outside the hours of 9 00 a.m to 3 30 p m
14 TxDOT is responsible for approval on all TxDOT- controlled roadways Royal Lane and
Gateway Blvd are City of Coppell roadways
15 Comply with all TMUTCD traffic control measures In the event that what is shown on the
plans is not functioning as required, additional measures may be necessary For example,
message boards or arrow boards may be required if traffic control is there longer than
expected or not functioning properly
16 There should be signs located in the appropriate places on the adjacent roadways that indicate
the end of the construction zone
The developer is responsible for securing a permit for work in the TxDOT right -of -way If the
City of Coppell is required to sign the permit forms, we will do so However, the developer or
his representative will need to fill out the appropriate forms, pay any fees that are due to TxDOT,
deliver the package to us for our signature and we will then forward it on to TxDOT
There will also be a City of Coppell permit issued, and fees associated with the construction of
this water line The City of Coppell will assess inspection fees at the rate of 4% on the cost of
construction Please have the contractor fill out the appropriate forms and pay the appropriate
fees prior to the permit being issued for the project.
Once TxDOT approval is secured and our permit has been approved, we will host a pre -
construction conference at City Hall The attendance of the contractor and subs will be required,
TxDOT representatives will be invited, and the design engineer will be expected to attend.
Please make the necessary changes and submit these marked -up plans and two sets of revised
plans to the City for review If you have any questions, please contact this office at your
