On September 25, 2006 the City of Coppell received a price quote from Craig Olden, Inc. in the amount of $24,600, for the construction of the Winding Hollow Drainage Improvements project. This project is intended to repair an area of erosion along Cottonwood Creek as well as grade and construct a channel from an existing outfall structure to the creek. A half size set of plans is attached herewith to provide a better understanding of the limits of the project. Prior to receiving this proposal from Craig Olden, Inc. City staff prepared plans for the project and solicited bids from local contractors via the attached May 16, 2006 letter. These letters generated discussion with the contractors, but no actual offers or bids to complete the work. After receiving no proposals as a result of the written request the City of Coppell posted the plans on RFPDepot.com in an effort to solicit the three bids necessary to award a contract for this amount under our purchasing rules. This advertisement was posted from September 6, 2006 through September 21, 2006. This generated one Bid in the amount of $93,500.00 from Texas Standard Construction. On September 21, 2006 I called Craig Olden, Inc. and asked them to submit a price quote so that we could move forward with this project. The subsequently submitted the attached proposal. While we would normally require three quotes to proceed with a project of this size, I have discussed this situation with Jerod Anderson, and he indicated that as ling as I documented the effort we went to to acquire three bids he would consider the two bids we received acceptable. I am recommending that we award this project to Craig Olden, Inc. in the amount of $24,600.00.
