I'm not sure of the entire history, but I did go to Council on February 14, 2006 requesting direction
(and of course money) to go underground on the overhead electric lines along Bethel. There were six
crossings noted in my agenda item. Council authorized the underground placement of three crossings
from Freeport Pkwy east to Coppell Road. Council's position was that the goal was to get the overhead
electric lines in "Old Town" underground. Council stated that the overhead electric services west of
Freeport could still be overhead. The service in question, west of Gulf Bearing, was noted as crossing
number 6 in my agenda item and it was not funded to go underground.
I have heard discussion that solar maybe used in lieu of he overhead crossing but I don't know who
would fund that item.

In regards to Siren #7 at Royal and Bethel. During your application process to become the
new chief, there was discussions on Siren #7. The question that arose was that the siren was
the only overhead service at that intersection and that the desire was to do away with all
overhead services and change to underground feeds. I was asked how much would it be to
change this over to solar. I spoke with Joe Goddard at the time and he said that cost would
be $3500 for the purchase and install of the solar kit. Chief Oates said that the underground
service would be in excess of $10000 and that the solar conversion was the most appealing
prospect.
Earlier this week, I received a call from the contractor that is moving the poles for TXU stating
that the power to the siren was going to be cut off while they were switching to the new
poles. II spoke with Keith Marvin today and he says the plan is to return service overhead to
the siren. This is counter to the earlier mentioned desire to change out all overhead services.
Keith says there is no budgeted money in the project to change the siren to solar.

My question to you is what course of action am I needing to take on this matter. The
conversion cost of $3500 is unbudgeted at this time. As the power is going to be off to the
siren, it makes sense to go ahead with the plan to change over to solar instead of allowing the
overhead connection to be made at this time and the conversion to occur at a later date.
Please let me know how you want me to proceed with this matter.
