Re: Proposed Lakes of Coppell Rezoning
Dear Honorable Mayor and Members of the Council:
Submitted herewith are proposed develognent standards along with additional
- information and exhibits in support of our request for rezoning of approxi-
mately 411 acres near the intersection of Allen and Sandy Lake Roads.
- Rarely do we have the opportunity to effect so positive a change for a can--
munity as we do with this request. As you know, the gravel pits which are
at the heart of this property are a real liability for the City of Coppell
arr3 will continue to be for many years to cane without an innovative land
- plan, a flexible zoning ordinance to serve as a franr/work for its develop-
ment, and the capital and caimitment of a developer with the resources to
follow through.
Zb this end, we have acquired options on much of the land north of Sandy
Lake Road fran Allen Road to Deforest on the west and north and Denton Creek
on the north and east. Since the creation of the Lakes proposed in our con-
- oeptual plan will require a massive eartlaroving project, virtually all of
the property which we have optioned is necessary to make this project feasi-
ble. Since a number of personalities are involved and a great deal of time
has been expended in this effort, these properties may never again be brought
together to emit this land to be developed in a coherent and coaq~atible
way.
A primary objective of our rezoning request is to provide a coordinated land
plan with the flexibility to provide a marketable mix of residential single
_ family hares, townhanes and apartments accamndating preferred housing types
and sizes and varied lifestyles. We have also requested a small retail ser-
vice area.

An important feature of our zoning request is coordination with the Univest
development to the west to insure continuation of thoroughfares and cat~at-
ibility of land uses. This has the effect of achieving a much larger planned
develog~nt through cooperative private efforts for the benefit of the City
of Coppell.
Finally, because of our mortgage financing activities, we will continue for
many years to have an active interest in this develognent through build-out
and beyond, thus assuring the City of Cop~pell of our long term caYmitment
to follow through on quality and consistency.
